Constitution Pipeline was given a certificate of public convenience and necessity by FERC, but not all permits have been issued and FERC must still issue a Notice to Proceed: We find that the benefits that the Constitution Pipeline Project will provide to the market outweigh any adverse effects on existing shippers, other pipelines and their captive customers, and on landowners. Based on our consideration of this information and the discussion above, we agree with the conclusions presented in the final EIS and find that the projects, if constructed and operated as described in the final EIS, are environmentally acceptable actions. The Commission orders: (A) A certificate of public convenience and necessity is issued authorizing Constitution to construct and operate the Constitution Pipeline Project, as described in this order and in the application in Docket No. CP13-499-000. (B) A blanket construction certificate is issued to Constitution under Subpart F of Part 157 of the Commission’s regulations.
