The letter was left on our door, which you’re welcome to view. It stated that beginning on August 4 there should be no parking on Yaupon from 7:00 a.m. to 7:00 p.m. Our home is on Yaupon Dr., I’m sure some of the neighbors got up early Monday Morning Aug 4, 2014 to make sure they could get their cars out of their driveway due to the information in this letter. Once again, lack of communication nothing happen on our block Aug 4, 2014. This should not be a guessing game as to when we need to be out of our driveway. Today, Aug 5, 2014 SYB started my block, improper signing was placed. The southbound lands where closed and only the northbound part of the street was open.Vehicles traveling south and vehicles traveling north were forced to share the northbound half of the street. There was no information in this letter about this being a three week project, only those who are on the mailing list knew the length of this project. Is there anything we should know concerning possible damage to our vehicles during this road reclamation project? Example, when the Lime Stabilization is about to be added, what precaution should we take. From my knowledge lime is like an acid. Nothing in SYB letter or even City of Arlington email has given us any precautions we should take, as well as when the Cement Stabilization takes place. If we are out doors should mask be worn? Etc. Once again poor communication, this information should have been on this letter sent out by SYB. A neighbor pointed out, and I also agree, there should also have been a map showing us which way we can go out and come into Yaupon Dr.,There was none. I live on Yaupon and I should not have to tell anyone that Yaupon Dr. is a minor arterial and people use to get to their homes. Do we come in from Matlock Rd & Lemon to get to the Yaupon Dr.? Or come in from SE Green Oaks Blvd to Yaupon Dr. or Matlock Rd & Juniper Dr. It would be nice to know which way we come in to get to our street, again poor communication. None of you are living the nightmare we are living while this project is going on. There are so many problems and here are a few Examples: SYB employees leave their trash and construction items lying all over the area, construction equipment is driven into open traffic lanes, and signing is inappropriate. Has anyone from the City of Arlington with responsibilities over this project taken a recent drive through our area? Ever since SYB Construction began working in my neighborhood in June 2013 and Mr. Richard Gumtau wrote a letter to SYB with copies to the City Manager, Director of Water Utilities, and Councilman Rivera; I have observed SYB Construction work on several streets where they had total disregard for safety and the basic fundamental principles of temporary traffic control contained in Section 6B of the Texas Manual on Uniform Traffic Control Devices. This Manual should be referenced in the contract documents. Allow me to refresh your memory on the basic fundamental principles and SYBs adherences to those principles. No. 1. A temporary traffic control plan that provides for the safety of all road usersshould be prepared. A few times in June 2013 we asked to see the traffic control plan and were always told that it was at the office. This time when SYB works on Yaupon, we will look at the traffic control plan even if we have to go to the office. No. 2. Inhibit road user movement as little as practical. SYB did a fairly good job of providing access to residences on Yaupon in June 2013, but there were several near crashes at the intersection of Green Oaks and Yaupon due to poor traffic control. Access to residences is my main concern during present work. No.3. Positive guidance should be provided to all road users. Before traffic control was revised in June 2013 and the Green Oaks traffic signals retimed, traffic control was confusing. Throughout the neighborhood, positive guidance for pedestrians has been non-existent. As SYB completes their work on Yaupon, I expect them to provide positive guidance for all road users. No. 4. Routine day and night inspections of the traffic control should be performed. I have no knowledge whether or not inspections have been routinely made, but I know that unsafe and unacceptable conditions existed at several places for several days. As SYB completes their work on Yaupon, I expect inspections to be made and deficiencies promptly corrected. No. 5. Pay attention to maintenance of roadside safety. I have seen SYB equipment parked overnight in unsafe locations when safer locations were nearby. As far as I know, there were no motorist crashes into equipment. No. 6. All personnel whose actions affect temporary traffic control safety should receive appropriate training. If anyone associated with this work has received training, both City and SYB, they have not demonstrated their learning. I hope they all demonstrate their learning during the next few weeks. No. 7. Good public relations should be maintained. This not only includes timely information to residents on what to expect and when to expect it, but also to inform critical users such as police, fire, and school buses of street situations. In June 2013, I talked to the personnel at Fire Station 9 and they had received no information from SYB. In June 2013, I received more information from Our neighborhood leaders and Mr. W, than I did from, the City of Arlington and SYB. As SYB completes their work on Yaupon, I expect better and timelier information from both Arlington and SYB. We take walks through our area, lots of things should not be taking place, but they are. I and any other neighbors would like to schedule a date for all parties to come out and walk with us in our area. We are looking forward to accurate updated schedules, and any other information that we should know concerning our property while this is going on. There’s a new driveway that has cracked, this should not be happening, but when you have poor workmen ship, company who has no problem taking tax payers money, and not giving quality work with lots of short cuts, this is what happens. PLEASE, when responding, I would appreciate not getting a generic response to my question and concerns. I would like to stress on last thing before closing this, Please have SYB respect our property, these are our home, this is our community and we will not stand for it being disrespected in no shape. If you feel that I have exaggerated any of the above information, I have over 7,000 photos of SYBs work on this project which I will gladly show you. Thank you for your time and help.
