Consumer Watchdog More than 650,000 Californians have received notice that their health insurance policy is being cancelled thanks to the Affordable Care Act. Similar policies, in two out of three cases, costs more in California, thanks to insurance companies that can raise rates at will. Time for health insurance rate regulation in California? Will voters enact the Insurance Rate Public Justification and Accountability Act on the November 2014 ballot? If they do, since its retroactive, they will likely vote themselves a refund.
