COOK ISLANDS NEWS, Wednesday 16 April 2014 FRONT PAGE STORIES Govt expects surplus of $314,000 Based on the latest numbers in the supplementary budget, the Cook Islands Party-led Government is once again anticipating a surplus for the 2013-14 fiscal year. In anticipation of tabling the Appropriation Amendment Bill – which was expected to happen during a sitting of Parliament last night – Finance Minister Mark Brown provided some details of the proposed legislation, which revises the $195.5 million 2013-14 budget passed last June. Among the highlights, Brown said the Government is now expecting an operating surplus of $314,000 due to lower expenditure, including $1.5 million less in spending by government ministries, and forecasted savings on a less-than-expected payment to Air New Zealand for the underwritten contracts providing long-haul airline access to Rarotonga. The Air New Zealand underwrite is now expected to be cost $11.2 million for the fiscal year, roughly $1.45 million under budget, he said. “When we presented this year’s budget, we expected a surplus … we’re still expecting to be posting a surplus,” he said. Brown said the supplementary budget includes all of the tax reforms introduced during the current fiscal year, including reductions to income tax, the value-added tax increase, and social welfare reforms. “This year, the tax reforms will put an extra $2.9 million in people’s pockets,” he said. “Essentially, it’s about $2.7 million in extra revenue and savings, and extra spending will amount to $2.5 million.” Brown said the bill also includes extra money for two schools hit by a series of arson attacks last year, along with additional funds for the Cook Islands Sports and National Olympic Committee (CISNOC). - Emmanuel Samoglou George calls for telco deal review Independent Member of Parliament Norman George is behind a private member’s motion asking Parliament to appoint a committee to review the pending Telecom New Zealand-Digicel deal. The motion appeared on yesterday’s Parliamentary order paper, asking Government to extend the current 30-day review period placed on the Cook Islands to consider exercising its option of matching the $23 million being offered by Digicel. According to the motion, the basis of the time extension is that the deal will not be approved by the Business Trade and Investment Board while the prospective committee is sitting to consider a potential purchase of TNZ’s 60 per cent stake. Also included in the motion, George asks for the committee to consider making the 60 per cent TNZ stake available to Cook Islands investors, while the legal rights of land owners where Telecom Cook Islands currently operates are asked to be taken into consideration and for a percentage of the sale to be paid to them. Finance Minister Mark Brown and MP’s John Henry, Ata Herman, Mona Ioane, Selina Napa, James Beer are mentioned as prospective members of the committee, with George as Chairman. - Emmanuel Samoglou Perfect conditions for lunar eclipse Rarotonga’s sky cleared just in time to reveal a stunning lunar eclipse on Monday night. Those who managed to stay awake were rewarded with a brilliant view of the moon turning blood red as it passed directly into the Earth’s shadow at 9:46pm. Although the eclipse began when the moon rose at 5.37pm, the full eclipse started at 9.06pm and lasted for 78 minutes. Many locals witnessed the spectacle and posted photos – some excellent, some less impressive – on Facebook yesterday. Andrea Rongokea posted a message to say her kids were “freaking out like it’s the end of the world”. For a lunar eclipse to take place, there must be a full moon and it must pass through some portion of Earth’s shadow cast by the sun. A total eclipse occurs when the entire moon passes through the Earth’s umbral shadow. At this stage, the moon often turns a deep orange colour - which is why it is referred to as a ‘Blood Moon’ – as indirect sunlight bounces off the Moon and is refracted through the Earth’s atmosphere. A lunar eclipse occurs three times a year maximum, but not all of those are total eclipses. - Ben Chapman-Smith OTHER STORIES Titikaveka College faced some challenges last year Titikaveka College has faced some significant challenges over the past year, the school’s annual general meeting was told recently. First, the board chair Elizabeth Koteka reported that she ended up working almost single-handedly with the principal Mata Hetland, who told the gathering that the school was suffering from lower literacy levels than other schools. Elizabeth Koteka emphasised that with the support system being defunct this resulted in her working on an individual basis to fulfil the needs and requirements of the school. “As always, at the start of the year, the committee started off enthusiastically and met regularly, however, this gradually faded and I found myself working alone with the principal for the majority of the time.” Initially, she declined the position when first elected, as due to work commitments she would not be able to commit 100% to this position. However, she is proud to report that the committee were able to: • complete policies as required by the MOE regarding the college • endorse reports required by MOE in relation to the college • conduct a successful major fundraising, raising $7400. Elizabeth advised that she will not be available to take on this role this year, but is happy to support and promote the school. She also encourages the support of parents to the next person taking on this huge task. Concerns regarding school fees were raised and parents were encouraged to pay, Mrs Hetland said in her principal’s report. Additional concerns were raised regarding the strategies of learning for literacy and maths, comparison to national level and are were there records of students’ progress. The principal advised that the level of literacy and maths at the college was low in comparison to other schools. “What strategies are in place to deal with this? Teachers are visiting feeder schools to view the methods and strategies used and to identify the gap from year six and seven. The school should be able to present findings at the next meeting. “The math teachers are getting developments on teaching methods while the literacy area is a whole school approach ‘Literacy across the curriculum’, with assistance from Tracey Ellery of the ministry. “We ask parents to do their part from home by encouraging a reading culture in the home.” She said the Maths teacher, Ms Lockington, encourages parents to visit maths/literacy classes in order to help children with their homework. “In addition, the Ministry of Education is willing to run classes for parents with a minimum of 15 parents. Parents are encouraged to enlist for these classes with the principal or maths teacher.” Martin Mani introduced Mapu Works (MW) to the meeting. MW is specifically geared towards young people, giving them the opportunity to make money by doing little jobs for people who contact Martin for assistance. At present he has a couple of students doing afternoon jobs and getting paid for this. The students’ mum confirmed this, advising that her children are happy working this way. A good initiative supported by the parents. Victor is only two to three years old but has lost his sight and needs an owner who will keep him contained within a yard or within the home. Senior Vet Becci Darby said Victor is very laid-back, good with children and likes other dogs. “He’s a really friendly, lovable, cuddly sort of a dog. He’s just happy being around people. He’s a real sweetheart.” Esther Honey has already re-homed Victor twice in the past but he keeps wandering away and has to be brought back to the clinic. He has been at the clinic for six weeks this time, recovering after being hit by a car. “We haven’t been able to get hold of the owners and they haven’t contacted us,” Darby said. “He’s been through such a lot and deserves a lovely home.” Darby said Victor needs to live with someone who won’t let him out or he’ll end up on the road getting run over again because he can’t see. “What would be really good is if they had another dog, maybe an older dog, that’s sensible and could look after him.” If you would like to give Victor the home he deserves, please contact the Esther Honey Foundation on 22336.- Ben Chapman-Smith First Lego festival has a Cook Islands connection When the First Lego League World Festival starts in St Louis, Missouri on April 23 the New Zealand team will have strong links to the Cook Islands. The New Zealand team, named Antimatter, includes three youngsters: Ethan Kyle (10), Tim Harrington (11) and Tonii Ruiterman (12). The team won the New Zealand 2013 Championship in Auckland from 26 teams, and has two youngsters with connections to the Cook Islands. Tim Harrington is the second son of Matthew and Caroline Harrington who both worked for Air Rarotonga with Matthew also setting up Pacific Computers with Brian Baudinet in 1968. Tim is also a grandson of John and Tuaine Bailey (nee Strickland) both involved in education in the Cook Islands in the 1960s. The other link is with Tonii Ruiterman. Tonii is the elder daughter of Mike and Kirsten Ruiterman. Kirsten was born in Rarotonga Hospital while her father Kelvin Taylor was teaching Science at Tereora College in the late 1960s and early 1970s and her mother Kathy was teaching English and Social Studies. Since winning the New Zealand Championship in November 2013, the team has spent many hours re-configuring their robot as well as refining their project. The team has been supported financially by family and friends in New Zealand and Rarotonga as well as businesses, the New Zealand Government and through the Kickstarter funding initiative. The US festival hosts 86 teams from around the world and is open to students from nine to 16, with age limits for students from nine to 14 from the United States, Canada and Mexico. Each year teams are given a schedule of tasks. These involve: • Designing and building a robot and attachments using Lego Mindstorms robotic kits • Programming the robot to move on its own and perform missions • Learning about engineering and physics concepts • Testing different designs and making adjustments • Learning about the Challenge theme • Choosing a real-world problem to research • Inventing a solution to the problem the team chose • Presenting the team’s solution to other people All teams programme an autonomous robot (using a Lego Mindstorms robot set) to score points on a thematic playing surface. They have to create an innovative solution to a problem. The New Zealand’s team project was based around the creation of an app for safety when tramping or skiing on Mount Ruapehu, an active volcano. In addition, all participants must embrace the Core Values of the festival of respect, professionalism, team work, leadership, creativity and spirit. The festival is a fun time and educational for all involved. In 2012, a team from New Caledonia joined the competition in Auckland. Those interested might like to take a look at the New Zealand team’s website teamantimatter to see what is involved, what they have achieved and follow their journey. Maybe there are some young people in the Cook Islands with an interest in building a Lego Mindstorm robot and joining the 2014 competition in New Zealand later this year? - Release. Brown to run against George for MP slot Atiu Mayor George Taoro Brown has his sights set for the national political stage and has confirmed his intention to run for Member of Parliament in the upcoming general elections. Currently acting as mayor of Atiu, he recently said he is looking to go head to head with Norman George, the incumbent Member of Parliament for Teenui-Mapumai – one of two constituencies on the island. Brown, owner of supermarket “Super Brown” which has locations in Tupapa and Atiu, said he intends to run as a member of the Cook Islands Party (CIP), and is not intimidated by running against George – currently the longest-serving MP in the House. In 2012, Brown was designated as the CIP candidate for the upcoming vote during a run-off vote organised by Teenui-Mapumai supporters of the CIP. At the time, CIP president Rau Nga – while supporting Brown – said the candidate cannot be officially endorsed until consent is received by members during its party-wide conference. Brown and George - who currently sits in the House as an independent MP - have butted heads more than once since he was elected mayor in 2011. He has questioned George’s ability to represent the people of Atiu in Parliament as an independent, while the veteran MP has accused the mayor of obtaining office through “the back window”. “I have time for the people, I employ locals,” said Brown. When asked for reaction on Brown’s intention to run, George said, “I’ll annihilate him.” According to the Chief Electoral Office, elections could be held as early as November 17, which is the final date for Parliament to be dissolved. Any vote must occur within three months of dissolution. - Emmanuel Samoglou Zika spreads to outer islands Cases of the zika virus have started popping up in the outer islands, although the only surprise is that it took so long to spread. The Ministry of Health said the total number of reported cases now stands at 857. Of those, 808 are from Rarotonga and 48 from Aitutaki. One case has been reported in Manihiki, two in Mauke and “a few” in Atiu, said Director of Community Health Services Dr Rangi Fariu. “It’s spreading because people are travelling from island to island. We expected that but I didn’t expect it to take this long.” The zika outbreak began in February and the afflicted have typically experienced pain behind the eyes and in the joints, a rash, headaches and a fever. Of about 90 blood samples sent off to a laboratory for testing in Tahiti, 49 have tested positive for zika. There has been one positive dengue case in Rarotonga but this occurred a few weeks ago and appears to be a one-off, Fariu said. “That was the only case that was hospitalised.” Fariu said the Ministry is now only taking blood samples at random because the laboratory in Tahiti is confident the Cook Islands is dealing with an outbreak of zika, not dengue or chikungunya. “Their recommendation was there’s no need to keep sending them.” He said the number of cases being reported daily is about five to eight, which means the numbers are “coming down markedly”. Fariu said health officers have stopped block spraying and are now focusing on spraying around the homes of those people reported sick. Spraying is also being carried out in the outer islands. Responding to reports that people are getting zika for the second time, Fariu said there is no evidence yet of whether that is true. “I’ve had only one person asking me that. We are not sure whether someone can get it for the second time. We don’t know whether there are different strains of it.” He said the laboratory in Tahiti is comparing Cook Islands blood samples to those from French Polynesia to identify any differences. - Ben Chapman-Smith Te Kura Uira marks very busy first term The end of the first school term is almost upon us and what a term it has been. I must firstly extend my appreciation to the Te Kura Uira Facilitators whom have persevered, adapted and developed as our programme has changed and diversified to meet the needs of our learners. Often going above and beyond their professional expectations and striving to produce a safe, caring and supportive learning and teaching environment. I would also like to show a deep appreciation to the Home School principals who have supported us when there have been delays, equipment failure, misunderstandings and have been quick to celebrate our successes. Our Te Kura Uira students continue to impress not only myself but the broader community that makes up our “classroom without walls” Our programme has featured as a hot topic of conversation in many education circles and was recently recognized as a leading initiative in e-learning across the Pacific Nations. As the project’s principal it has been most encouraging to learn of our parents, grandparents and concerned community members getting involved in our students learning. A special mention should be made of Mrs Noopoti Tangaroa, from Mitiaro, who spent many hours out of her week to share her knowledge and expertise in Raranga Kete. I applaud the other parents who have taken time to participate in interviews conducted by our students and show their support in various other ways along the way. Over the past few weeks we have been focusing on the virtue of self-management and quality. Te Kura Uira students are beginning to understand the importance of “putting their best foot forward”, setting goals for personal achievement and completing work on time. Our focus on these types of skills helps students to become independent learners who are aware of their own talents and limitations and encourages them to develop into their own personal best. - Kristina Crouch (Project Manager – Principal) LETTERS Digicel decision is misguided Dear Editor, Government is giving away a golden opportunity to engage its people into buying Cook Islands Telecom shares held by Telecom New Zealand. Minister Mark Brown seems to have a poorly misguided decision to give this valuable strategic asset and cash cow to a multi-millionaire Irishman who owns Digicel. By giving away 60 per cent of Cook Islands Telecom shares to foreign ownership clearly shows how little faith and trust this Government has in its own people, in owning and controlling its own destiny for future generations. Mike Tavioni has got it right in trying to give our people a fair go in obtaining shares so that Cook Islands Telecom remains in local ownership. The problem with what Minister Mark Brown is doing is that he has hastily rushed for Digicel to buy the 60 per cent shares and for not sharing the same company information to the general public and at the same time, providing all relevant details to Digicel. This practice is uncalled for, unethical and shows clear favoritism to Digicel. This Government and the Cook Islands Party did not mention any asset sales or sale of shares to foreign companies or foreigners in their manifesto, so the question is, why is this Government selling away the people’s rights to own this profitable state owned enterprise? Is this the same Minister who has back-tracked on the pensioners’ tax and their failed promised refund? Does this Minister have the authority to unilaterally decide what is to be sold to foreigners without any voice and input from the people of this nation? The staff and management of Telecom CI should stand up and support Mike Tavioni’s plea to keep the shares and control of Telecom CI in local ownership. The Cook Islands have very capable technical and qualified professional Telecom staff who have effectively managed this state owned enterprise for over 15 years returning high dividends to Government and Telecom NZ. So why sell it to foreigners Minister Brown? Observer Rarotonga (Name and address supplied)Smokies SPORTS Beddoes prepares for Glasgow Local track star Alex Beddoes has returned to the island to say meitaki maata to his sponsors and supporters who will put their thinking caps on at a quiz fundraiser for the young athlete tonight. The fun quiz night will get underway at 6.30pm at the Golf Club and funds raised from the $120 registration per team will go towards the athlete’s preparations towards the Commonwealth Games later this year. Beddoes has decided to delay starting his university studies this year and has hopes of gaining entry to the University of Michigan in America where he will spend three months as part of the New Zealand athletics high performance team. The youngster has also earned himself an invitation to join the New Zealand high performance team to train in the USA for three months with some of New Zealand’s top runners, including Olympic silver medallist Nick Willis. This is an opportunity of a lifetime for the Cooks athlete to have New Zealand’s best runners to train with for three months and to race against the top 800 metre runners across the USA. The experience will give Beddoes the best possible build up to the Commonwealth Games. Beddoes heads to California later this month to race at Stanford, Berkeley, Mount Sac, and Oregon Universities, then heads into the Colorado Mountains at the US Olympic Training Centre for altitude training for three weeks, before heading to Michigan University with Nick Willis for three more weeks of racing. Cook Islands Athletics has confirmed Beddoes will return to Rarotonga for the Oceania Champs on June 24, 25 and 26, to join fellow track and field athletes Patricia Taea and Tereapii Tapoko to make up an impressive Cook Islands trio to take on New Zealand, Australia and the rest of the Pacific for regional titles. Beddoes’ training and preparations are certainly on track after recently setting a new Cook Islands national record in the 800 metres in a time of 1:53:71 on the North Shore in New Zealand on breaking his previous record of 1:54:10. This is his first record in the 800 metre track race for 2014 and is all part of his build up to the Commonwealth Games in Glasgow later this year where he will only compete in 800m. Beddoes acknowledges he has plenty of work ahead of him if he is to clock times that will get him on the Commonwealth podium with gold medal times in the 800m in the minute 45 time range. The new record now has him ranked as the number one junior in New Zealand for the 2014 season so far. Racing in the men’s open with New Zealand representatives Hamish Carson and Michael Whitehead the race went through the first 400 metres in 53 seconds before Beddoes kicked into gear with 300 metres to go and finished strongly to set the new national record. Teams wanting to be part of tonight’s fun fundraiser in support of Beddoes can contact 76111 to register your team and support our boy to Glasgow. - MW Neururer, Woodger crowned tri champs The 31st annual Tinman Triathlon was raced last weekend in cool and windy conditions. A field of 17 individuals and nine teams tackled the 1200m swim, 31km cycle and 10km run. In a repeat of 2013, Roland Neururer and Vanessa Woodger took out the top honours in the men’s and women’s races. Woodger was the first competitor to exit the swim in a cracking 19 minutes, nearly a minute and half ahead of John Beasley and Roland Neururer. They were closely followed by Terry Meyer, Kelly Pick, Rory Anderson and Tonga McBride. Both Neururer and Woodger held big leads off both the bike and run and never looked like being caught by the pack to record times of 1.52 and 1.58 respectively. Woodger’s 1.58 was a personal best – a good effort given the sloppy water conditions and windy bike leg. Meanwhile the rest of the field fought it out for the minor placings. In the men’s field, veteran Geoff Stoddart, who had the fastest cycle of the day of 49.13, cruised into second place at 1.59. Taki Anaru recorded the third fastest cycle of the day of 53.59 to move into third place overall which he held during the run to hold off the fast finishing Terry Meyer to record a personal best of 2.07. In the women’ race, local vet and Hawaiian Ironman finisher Kate LaHart and former champion Serena Hunter fought it out for second and third place all around the course with LaHart finally taking second in 2.08 and Hunter third in 2.10. The teams’ race was won convincingly by a team consisting of John Beasley, Steve Whitta and Becci Darby in 2.04. This year’s race witnessed the ‘come backs’ of several veteran triathletes. Mike Carr, Serena Hunter and Bernadette Raffe are all working towards the 20th Air New Zealand Rarotonga International Triathlon in three weeks. Carr was one of the best triathletes on the island 15 or so years ago; Hunter is a former multiple local champion and Raffe lined up in the first International Triathlon 20 long years ago. All of them recorded very respectable times on the weekend to show they still have it. All eyes are now on the International Triathlon on May 3rd, and with over a 100 entries already, it is expected that this will be largest triathlon ever held on the island. Da Ropaz, Bounty Hunters touch champs Experience won over youth at Monday night’s open touch rugby finals with the Bounty Hunters taking out the women’s division and Da Ropaz claiming the men’s champion’s title. Da Ropaz proved too skilled for the enthusiastic Nukz Power crew who despite their valiant efforts couldn’t score against the experience Da Ropaz who ran away with the finals win 4-0. In the women’s division – speed and skill was the winner on the day for the experienced Bounty Hunters crew who were made to work hard for their win by the young FBI crew. Team FBI dotted down first before the Hunters organised themselves to win 5-2. Third place in the women’s division went to team Kaos who edged out Kimiora 4-3 while the Itiki Power crew took out third place by a default win against the Western Stallions. Today begins the play offs in the social and mixed touch division at the Nikao field. In the social mixed division – team Telecom lead the competition followed by Mongoose, Justice, 1MFEM, BCI Transactions, MFEM Kings, Wackies and MOE. In the open mixed division – the Northern Stormers is the team to beat sitting at the top of the table followed by the 007 crew, Nukz Power, Tereora College, Tumeke Smurfs, Live Smart, Maritime and Westpac. Basketball boost for officials Aspiring basketball coaches and referees will have an opportunity to develop their officiating skills next week. The Cook Islands Basketball Federation have managed to secure the services of a FIBA Oceania Zone Development Officer who will be running free coaching and refereeing clinics for level 0 and level 1 participants. Attendees can expect to be up-skilled in basic coaching techniques that are generic to all sporting codes while also learning more basketball specific drills. There will also be practical sessions where coaches can work with children through the Basketball Camp that will be run from Tuesday to Thursday 9am to 12pm. CIBF are hoping that this valuable training will be useful for when the school’s basketball competitions and Hoops for Kids gets underway later this month. There is also a call going out to people that are wanting to give refereeing a go. Budding referees will be taken through officiating at basic level but also those who want to look at higher honors, will be given an opportunity to obtain their Level 1 grading. The referee course participants will use local competition games to hone their skills while being assessed by the Zone Development Officer. With a level 1 qualification and continual officiating experience in local competitions, referees can become eligible for officiating at regional zone tournaments as well. The “Officials Courses” will be run at the CISNOC offices as well as the TSA for the practical components Monday April 21 – Thursday April 24.
