Costa Rica: Bureaucracy Paralyzes $1 billion Investment The Costa Rican environmental authority has only 5 technicians to analyze the viability of infrastructure projects worth billions of dollars. Construction of the new container terminal at the Port of Moin can not begin because of lack of approval of the environmental feasibility study, which has been delayed due to lack of staff in the Environmental Technical Secretariat. According to an article in Nacion Rogelio Douglas, project manager of APM Terminals, the concessionaire company, said "What we had planned on paper was that contractors were going to come in August to set up the site and hire the local workforce," but although the firm "submitted the environmental impact study with various attachments months ago, it still has not been given the go ahead. " Also highlighted in the article was the lack of response to journalistic inquiries on this issue, by officials from the Environmental Technical Secretariat (SETENA), which last April claimed that they "only have a team of five professionals, therefore they are facing serious delays .
