Council Housing List Changes A major change to Dublin City Council’s housing list has come into effect from September 30th to the ‘Time on List Scheme’. The radical change moves away from the points system which has been in place for decades. That system allocated points to the person on the housing list based on the number of children they had, the length of time and a range of other factors.The new system will be based mainly on the length of time somebody is on the housing list. The change will benefit the many families who have been on the housing list for many years with no prospect of being made an offer of social housing. Those on Dublin City Council’s Housing List will now be allocated on the basis of ‘next on list’ that the house/flat suits their needs eg 2-bed for those in need of 2-bed etc. APPLICATIONS WILL NOT BE BASED ON POINTS ANYMORE. BAND 1 The scheme involves a grouping of all housing applicants who were awarded a priority on the grounds of medical, exceptional social grounds, welfare, homelessness, Traveller or someone surrendering larger accommodation into Band 1. This will also be allocated on the basis of the length of time they are on the list and when a house meeting their requirement comes available. This Band 1 is much the same as it is at present. BAND 2 Anyone currently on the list previously with medical or welfare points or living in overcrowded circumstances will be grouped into Band 2. BAND3 All other applicants for housing included on Dublin City Council housing list are in Band 3. Dublin City Council has indicated that they will endeavour to allocate from each band equally. It is intended that 30% at least of homes being allocated will go to each of the Bands Every applicant on Dublin City Council’s Housing List will be issued shortly with what Band they are in, and where in that list they are. In the future that information will be accessible online, but that won’t be for a few more months.
