Council Press Release. Date: Thursday, October 23, 2014. Final day. Welborne Plan public examination daily bulletin Update on proceedings on day six, the final day, of the independent examination of the Welborne Plan at Fareham Civic Offices. There was just one session which looked at delivering the new community including viability, monitoring and review. The session started with discussion on the viability and funding for the development and its infrastructure. The joint site promoters said the development and infrastructure was viable and indicated they expected to make an outline planning application in the spring. The inspector asked the council to provide an explanation of how the monitoring of available funds for the infrastructure would be conducted, including the delivery arrangements with public sector funding bodies. The council was asked to provide further details on the phasing of the development informed by discussion with the site promoters. The inspector also asked the council for a firm commitment as to how it intends to monitor the plan generally so that he could be confident that the council could take into account any unforeseen changes. At the conclusion the inspector detailed the sequence of next events: • The council will complete the work he has asked of it. • When completed that work will then be published for a two week period of consultation with participants. • The inspector will then read the written representations from participants. • If he concludes that main modifications to the plan are required he will write to the council and advise them of the modifications required to make the plan sound. • The elected members of the council will then consider making main modifications to the plan. • There will then be a six-week consultation period on the main modifications to the plan with representations made directly to the inspector. • The inspector will then decide whether another hearing is required or whether he can make a decision based on all the written representations received. The inspector said that the uncertainty of timescales for the council to complete the work he has requested is done meant he could not give an indication of when a final report could be expected. End
