It can also be dangerous for some. To protect Filipinos whom we continue to deploy overseas, the Philippines has established government agencies that will look after the welfare of these workers. Republic Act 10022, also known as the Migrant Workers and Overseas Filipino Act of 1995, provides the framework of protective measures for the overseas Filipino workers (OFWs). The law mandates the Department of Foreign Affairs (DFA) to report to the Philippine Overseas Employment Administration (POEA) countries which comply and also those that do not comply with the guarantee provided under section 3 of RA 10022. In order for countries to be on POEAs list, they should have existing laws that protect workers and migrant workers, be a signatory to international conventions protecting migrant laborers, or have a bilateral agreement with the Philippine government. The years beside each country indicate when these countries are declared to be OFW-friendly. Yemen - complete ban declared in December 2013; returning employees with existing contract allowed to return in February 2014. South Sudan - complete ban declared in December 2013. Thailand - temporary suspension on processing and deployment of newly-hired OFWs declared in selected states in January 2013; suspension lifted in March 2014. Ukraine - temporary suspension on processing and deployment of newly-hired OFWs declared in March 2014.
