DAVMUN 2014 GENERAL ASSEMBLY :- The classic United Nations General Assembly. The General Assembly is the main deliberative, policymaking and representative organ of the United Nations. Comprising all 193 Members of the United Nations, it provides a unique forum for multilateral discussion of the full spectrum of international issues covered by the Charter. The Assembly meets in regular session intensively from September to December each year, and thereafter as required. Main committees The main committees are ordinally numbered, 1–6: • The First Committee: Disarmament and International Security (DISEC) • The Second Committee: Economic and Financial (ECOFIN) • The Third Committee: Social, Cultural, and Humanitarian (SOCHUM) • The Fourth Committee: Special Political and Decolonisation (SPECPOL) • The Fifth Committee: Administrative and Budgetary • The Sixth Committee: Legal. SPECPOL GA 4th: Special, Political and Decolonization Committee The United Nations Fourth Committee of the UN General Assembly (also known as the Special Political and Decolonization Committee) is one of six committees of the United Nations (consisting of all UN members). It was initially given jurisdiction over trusteeship and non-self-governing territories. However, after the dismantling of the trusteeship system resulting from independence being granted to all the trust territories, and the now-limited number of non-self-governing territories, that jurisdiction is insufficient to keep the committee occupied. Consequently, it was merged with the Special Political Committee (which had been created as a seventh committee of the whole to deal with certain political issues after the General Assembly found that the First Committee (Disarmament and Political) was too busy. The Fourth Committee deals with decolonization, Palestinian refugees and human rights, peacekeeping, mine action, outer space, public information, atomic radiation and the University for Peace. Agenda 1: The Status of the Western Sahara The Western Sahara has been a territory in North Africa that has been disputed by Algeria, Morocco, Mauritania and the Polisario Front since over 30 years without a viable solution having come up. Rise in armed conflict has only resulted in loss of life and property. Being the biggest autonomous and disputed territory recognized by the United Nations, the SPECPOL must come up with a comprehensive solution to this dispute. Agenda 2: The status of autonomous and disputed territories in South Asia: Kashmir, Arunachal Pradesh and the LAC India has seen a rise in border disputes with the People’s Republic of China and Pakistan. With Kashmir being heavily disputed both on the eastern as well as the western sides, Arunachal Pradesh also has become a major source of dispute with China. Border intrusions are taking place on a regular basis. Additionally, various other parts of South Asia such as the Spratly and the Paracel Islands also continue to be heavily disputed. The SPECPOL must bring all member nations who are party to dispute on a single table for discussion and assist in solving the dispute.
