DEPARTMENT OF FORESTRY AND RANGE RESOURCES Permits and Licenses The DFRR issues permits and licenses to individuals and groups who are interested in harvesting or dealing in veldt products and their derivatives as a regulatory measure. The DFRR also gives permits for fire. Fire permits are granted for those who want to set a certain piece of land on fire, especially for management purposes. Fire permits are granted under strict conditions and the operation could be carried under the guidance of monitoring (strict supervision) by Departmental personnel. Permits and/or licenses may be revoked or suspended by the Department if any party is found to be in violation of the permit requirements or associated activities are found to have an unsustainable impact upon natural resources. Permit System For appropriate natural resources management, the Department of Forestry and Range Resources liaising with the Agricultural Resources Board has developed a license and permit system commensurate with the relevent policy documents. Permit and license requirements may be applied either locally or nationally. Associated fees will be invested in activities which promote natural resource conservation. Permits stipulate procedures deemed necessary to safeguard the resource. A permit holder will determine the most equitable method of utilizing the natural resource conferred and distribute associated benefits according to the guidance of the relevant policy documents. Permits and/or licenses may be revoked or suspended by the Department or the Board if any party is found to be in violation of the permit requirements or associated activities are found to have an unsustainable impact upon natural resources. Regarding, Harvesting of Veld Products Permits, the following conditions apply: All harvesters must pay stipulated fees before they harvest regulated veld products Permit is only valid for the period stipulated Permits cannot be transferred to another person or used as a family permit A permit is only valid for a particular area/district, and the Agricultural Resources Board can withdraw it anytime without notice Harvesters must obey quotas stipulated in the permit Sustainable harvesting methods must be adhered to Harvesters must produce their permits ant time when requested to do so by authorized officials A permit holder must have a memorandum of agreement or memorandum of understanding with or written consent of the land owner No one is allowed to hire personnel to harvest veld products on his/her behalf With regards to extraction of Grapple Plant, the permit is issued on condition that whenever the species is extract; The secondary roots alone are extracted and the tap root is left intact; After extracting the secondary roots Grapple Plant seeds are placed in the hole and the hole is then filled; As soon as possible after extraction, this permit is endorsed by an officer of the Agricultural Resources Board or by any person authorized on its behalf by the Board and the permit holder obtains from the officer a certificate of extraction and the record of transfer together with a duplicate thereof; Before transferring the extracted Grapple Plant to another person, the is entered in the certificate of extraction and record of transfer and the duplicate thereof the particulars therein required in connexion with the transfer; On transferring the extracted Grapple Plant to another person, the permit holder delivers to the transferee the duplicate of the certificate of the certificate of extraction and record of transfer duly completed in accordance with paragraph (d); As soon a possible after transferring the extracted Grapple Plant, the permit holder delivers to an officer of the Agricultural Resources Board the certificate of extraction and record of transfer duly completed in accordance with paragraph (d) The Veld Products Dealers Permit is issued under the following conditions: Anyone who purchase regulated veld products need to register with the Department of Forestry and Range Resources, and keep a register of all transactions; All dealers should purchase veld products at the kgotla, not at the harvesters areas, in the presence of the Police Officer or an Officer from the Department of Forestry and Range Resources; All dealers must pay stipulated fees before they can purchase veld products; Permit is valid for the period written on it and cannot be extended, instead a new one can be issued after paying a stipulated fee; Use only clean containers to avoid diseases transmission; Dealer will always be ready to produce records to the Department of Forestry and Range Resources for inspection; The dealers should not purchase from harvesters who do not possess official permit from the Department of Forestry and Range Resources. The veld Products Export Permit is issued under the following conditions: Anyone who exports the regulated veld products needs to register with the Agricultural Resources Board, and keep a register of all transactions; All exporters must pay stipulated fees before exportation; An export permit from the Agricultural Resources Board is required and shall only be issued if the register indicates where the veld products come from; The permit must only be used for export of veld products and their parts only; Please note that certain endangered species are also subject to separate CITES permits. All supporting documentation should be provided; Exporter should declare the export value to the Customs Officer during export.
