DGSAs for sea transportation? Germany has recently called for the position of Safety Advisor to be included in future text requirements of the IMDG code. This is an effort to reduce the amount of worldwide mis-declaration and wrong declarations and subsequent transport of dangerous goods with the potential to cause safety concerns at sea. The subject was raised at an IMO Sub Committee on Dangerous Goods, Solid Cargoes and Containers meeting where it received broad support from national representatives across the globe except notably the US. Germany has been asked to produce further work on the subject based upon the safety advisor function taken from ADR2013. This would go to that committee again before moving on to the Editorial & Technical Group in 2015 then back to the original committee for approval to be included in IMDG Code 38-16 which comes into force 1st January 2017 and would be the mandatory code from 1 January 2018. Cleary non-declared or mis-declared dangerous goods can cause significant safety hazards for ships and a good level of training and knowledge is required by the parties involved. Indeed, through the Code, IMDG already regulates for the training of shore based personnel and has done for a number of years so the call for a specific position of safety advisor is not unexpected.
