DHHS DENIES MMJ CARDS TO PATIENTS - November 2, 2014. This file contains a petition to the Merrimack Superior Court in Concord, N.H., regarding the illegally promulgated policy that the DHHS is refusing to issue Registry Identification Cards until the Dispensaries are up and running. Summary: the DHHS has violated the law by not following the rule-making process as set forth in NH Statute: 541-A (Administrative Procedure Act.) As stated, they will not issue cards until dispensaries are selling cannabis, a clear violation of the MMJ Act, as passed July 23, 2013.
