This past summer, as always, it warned the civilian population before it attacked terrorists, whose leaders had fled like rats into the basements of hospitals to wait out the war. In contrast, Palestinian terrorist organizations deliberately attacked the Israeli civilian population; they uttered no word of regret or sorrow, and certainly did not appoint a committee to investigate.
