Sub: General Elections 2014 - Erroneous and discrepant irregularities in the form of DUPLICATE, TRIPLICATE, QUADRUPLICATE,QUINTUPLICATE voters in electoral rolls of 67-Chandrayangutta Assembly Constituency under Hyderabad Parliamentary Constituency In Andhra Pradesh-Req-Reg. Ref: 1) Complaint of MBT Party Dated: 31st March 2014 to Chief Election Commissioner, Election Commission of India. 2) Sample list of checked and reviewed voters from most recent GHMC Electoral Roll which demonstrate duplications 3) Description of Booth Level Officer (BLO) with duplicates in his household. I would like to bring to your kind attention that despite the Election Commission’s efforts to revise and rectify Electoral Rolls in lieu of the upcoming General Elections-2014 (Assembly & Lok Sabha Elections), there is strong evidence of thousands of discrepancies in the form of DUPLICATE voters appearing on the most current Electoral Rolls. This is a matter of grave concern and shame as it brutally undermines the democratic process of our country, India, which many have sacrificed their lives to ensure. In 67-Chandrayangutta Assembly Constituency coming under Hyderabad Parliamentary Constituency in Andhra Pradesh, a sampling of the total voters on Electoral Roll (2, 35,000) was taken. The sampling amounted to (2,00,000) voters. Of that list, through meticulous and detailed verification, we have found (16,500) of discrepancies’ in the form of duplication, which comes to 10% and accordingly about 16,500+ discrepancies in the whole constituency. To clarify, duplications in Electoral Rolls may appear in the form of one person listing their name as Beena and Beina, Mohd. Qadir and Md. Kadir, Agarwal and Aggarwal, to note a few examples. The entire identified list is furnished as an addendum to this letter. Furthermore, BLO Part No.36 for Riyasat Nagar Polling Station No. 92 (SYED KALEEM UDDIN QUADRI) who resides at (18-8-251/47) has 4 Persons of duplicate voters under his residence. I had provided a letter to CEO Andhra Pradesh dated (14th March, 2014 already highlighting Malpractices in appointment of Booth Level Officers (BLO) in 67- Chandrayangutta Assembly Constituency and how the All India Majlis Ittehadul Muslameen (AIMIM) party, in collision with some Greater Hyderabad Municipal Corporation (GHMC) officials, got its workers nominated as the Booth Level Officers (BLOs) in all the Assembly Constituencies falling in Hyderabad Lok Sabha segment and a few constituencies of Secunderabad Lok Sabha segment. and this is further proof of violations. This is a brief sampling of the discrepancies. We have evidence of such discrepancies being present not only in 67-Chandrayangutta Assembly Constituency but all Seven Assembly Constituencies coming under Hyderabad Parliamentary Constituency. We are ready to discuss and furnish further proofs as needed. Duplications in the thousands can affect the results of numerous election results as you may be aware that during the 2009 elections in Andhra Pradesh, numerous MLA seats were determined by thin margins. A violation in the form of duplications undermines the electoral democratic process and provides an opportunity for political parties to dishonestly gain advantages. We are disappointed in election officials for the bungling in preparing voters lists and appeal to them to keep politics away from their work. An earlier news report had mentioned that there may be 31 lakhs duplicate voters in electoral rolls of Andhra Pradesh As per the following laws, this is a grave violation: Section 171 D in The Indian Penal Code, 1860 171 D. personating at elections. -- Whoever at an election applies for a voting paper on votes in the name of any other person, whether living or dead, or in a fictitious name, or who having voted once at such election applies at the same election for a voting paper in his own name, and whoever abets, procures or attempts to procure the voting by any person in any such way, commits the offense of personation at an election. Section 171 F in The Indian Penal Code, 1860 171F. Punishment for undue influence or personation at an election.-- Whoever commits the offense of undue influence or personation at an election shall be punished with imprisonment of either description for a term which may extend to one year or with fine, or with both. Section 31 of the REPRESENTATION OF THE PEOPLE ACT, 1950: Making false declaration: — If any person makes in connection with– (a) The preparation, revision or correction of an electoral roll; or (b) the inclusion or exclusion of any entry in or from an electoral roll, a statement or declaration in writing which is false and which he either knows or believes to be false or does not believe to be true, he shall be punishable with imprisonment for a term which may extend to one year, or with fine, or with both. For this we demand that there be establishment of special cells to correct the entire electoral roll for Hyderabad Parliamentary Constituency before the next ensuing general elections and delete out those names that appear as duplicate voter names. We demand deletion of all names that appear as duplicates and that these individuals need to re-register to the electoral list with the proper identification under the watch of officials from your office. All respective officials must be provided with this list to ensure that these individuals do not attempt bogus voting. We can furnish further information to the Chief Electoral Officer, Andhra Pradesh if needed as proofs. While this initial list of duplicate voters which we have furnished is from Chandrayangutta, there is widespread and rampant duplication all over Hyderabad Parliamentary Constituency. Majority of assembly seats are held by. We hope that the Election Commission of India would take immediate action in this regard to ensure free and fair elections.
