BACK GROUND OF THIS BOOK Africa is the richest continent in natural resources and the continent where human being and modern civilization were found. It has large – scale diversities of historical, cultural, linguistic to ethnic, racial, religious and economic resources. But, Africans cannot make real use of these privileges, because of the continent was divided by colonial powers during the scramble period and its states’ boundaries were established with no real regard for the ethnic composition of a given area. Colonial powers utilized the segmentation of ethnic groups to their advantage. Therefore, lack of unity makes Africa’s peace and development uncertain. The attempt to build Pan- African unity has been expressed in different forms at different period of time. Henry Sylvester Williams, the grandfather of Pan-Africanism, organized the first Pan-African Conference in 1900. In 1963, Kwame Nkrumah also argued that a Union Government for Africa would ultimately be the most effective vehicle for African’s social, political and economic emancipation. However, after 112 years the first Pan-African Conference was held in London and after 50 years OAU was established, the leadership of the African Union (AU), is still grappling with the issue of whether to build a Union Government for Africa. AU has built beautiful African Hall in Addis Ababa. This building is one of the ‘Hard ware’ components of the African Unity. But, the essential ‘Soft ware’ component (the Constitution) of the African Unity is left. Different scholars and leaders on the African Indigenous Democracy particularly on Gada System, the Questions of Nations and Nationalities did different researches and the way to build African Unity based on them. The author did detail research on Gada System printed different books, 4th times in Afan Oromo and 2nd times in Amharic languages, since 2008. Thus, this English version book is the product of such published materials and examines the selected African Nation and African Indigenous Democracy to build our continent in right way. 2. SUMMARY OF THE BOOK This book is presented in four chapters and summarized as follow. Chapter One: attempts to show some light on the history, home land, language, culture and religion of Oromo Nation. The Oromo are the largest ethnic group probably more than 30 million in Africa. Their country, Oromiya, was one of the free nations in Africa until it was colonized by Abyssinia at the end of the 19th century. Now, Addis Ababa/Finfinne, the Capital city of Oromo, Ethiopian and African, is found in the Oromo land, Oromiya. Afan Oromo is considered one of the three native languages and the five most widely spoken languages in Africa. Before the introduction of Christianity and Islam, the Oromo believed in their own religion, one Waqa (God). Waqa was the original religion of all Oromo Nation. Thus, we shall take the Oromo Nation as model to study the culture, history, language and religion of all African Nation and Nationalities, prospective constituent in African Federation. Chapter Two: deals with one of the African Indigenous Democracy Systems, Gada System and its structure, the basic democratic elements it content, the unique features, the customary laws and alternative dispute resolutions mechanism of it. The Gada System has five Gada Parties and ten Gada stages. Each Gada parties transfer authority to one another every eight years. In the Oromo culture, seizing power and staying in it longer than eight years is forbidden and immoral act. In this study, I could examine some fundamental democratic principles of Gada System, such as the popular sovereignty, supreme law, secularism, accountability and transparency, human rights protection, rule of laws, separation of power, faire and free election once every 4th years, transfer of power at every eight years and independent judiciary process principles are found in Gada System. Chapter Three: explains the questions of Nations nationalities in Ethiopia and the ways of it solved. The Ethiopia Empire emerged during the scramble for Africa 1884. During this period, Abyssinia was highly playing role to invade free states like Oromo Nation. In the past, different political parties were organized to break out from the yolk of Abyssinian minority rule and regain freedom and legitimate rights based on the Right of Self- Determination principle. We know that, Ethnic conflicts in Africa are common and an everyday occurrence. The real solution of these conflicts and inter- ethnic hostile relations is Ethnic Federalism based on natural ethnic territorial divisions like Ethiopian experience. Chapter Four: briefly discuss about towards United States of Africa. A Union Government for Africa would ultimately be the most effective vehicle for Africa’s social, political and economic emancipation. Most Africa nation- states have been going through difficult times of ethnic conflicts, violence and antagonism. These ethnic conflicts created mass destruction of lives, property and traditional values in Africa. These conflicts have been unable to be resolved through the long adopted Western models of conflict management. Therefore, there is an urgent need to renew the African indigenous democracy systems like Gada System for a more functional and responsive society. We should build genuinely U.S.African democratic constitution based on our Indigenous democracy like Gada System and Ethnic Federalism like Ethiopian experience. Because borrowed constitutional laws could not bring U.S. Africa, genuine democracy, peace and sustainable development in our continent. Thus, I want to encourage African leaders, African youth, African societies, African intellectuals and particularly African youth come together to discuss on the issue of Indigenous Democracy, Ethnic Federalism and the United States of Africa for now and next African generation.
