Dear Friends, CSC reaches another milestone as we turn 12. Over the past years, CSC has been supporting the capability-building efforts of the Public Service through our training programmes, research, publications and services. With a focus on developing thought leadership in public policy, CSC has made great strides towards the specialisation of knowledge in various fields. Since 2002, milestone programmes were introduced to groom Public Service Leaders, Management Associates and High Potential Officers at key stages of their careers with an emphasis on leadership development and public governance. Centres of Expertise were set up from 2003, in the areas of organisation development, public policy, economics, governance and leadership to build up our research expertise. In 2003, CSC International was formed to meet the demand from foreign countries to learn from Singapore. And in 2009, a strategic partnership with the Ministry of Communications and Information (MCI) was established in anticipation of the need to develop expertise and competencies in public sector communications. To build on this foundation, and ensure that we continue to stay at the forefront of key public sector needs to better support our evolving Public Service, the College reorganised in April this year. Four strategic priorities shape our new direction: 1. Improving Understanding & Engagement of Our Customers We recognise the importance of customer-centricity in ensuring high standards of product development and delivery. This year, a key initiative is centred on building a customer analytics system and putting in place the necessary processes. Some of you were involved in our series of FGDs held earlier and we appreciate your valuable input and feedback. Later in the year, we will be embarking on our first customer perception survey. Through these efforts, we hope to proactively seek your feedback to identify emerging learning trends and better anticipate your training needs. 2. Building Quality & Depth of CSC’s Products As the challenges and work of the Public Service grows in complexity, CSC not only seeks to keep up with emerging trends in learning, but also to drive transformation through the depth and quality of our products and teaching delivered to all agencies and individual officers. We are undergoing a series of curriculum reviews, and will be rolling out new programmes and toolkits in public communications, leadership and OD, amongst others, in the coming months. 3. Providing Effective Modes of Learning To ensure that content is effectively taught and shared with public officers and across learning and practitioner communities, CSC will seek better ways to deliver learning and related services to our customers. This will involve development and enhancement of learning delivery platforms. This includes new training methods and technology such as simulations and mobile apps to enhance and strengthen learning inside and outside of our classrooms, as well as greater use of different types of e-platforms. 4. Strengthening Our Organisation Internally Most importantly, we recognise that a strong organisation with solid enablers such as engaged staff and robust systems and processes are the key drivers of success in our three strategic priorities above. To this end, we remain focused on staff development and capacity building, maintaining sound governance practices and financial sustainability, as well as sustaining an integrated one-CSC culture internally. CSC officers have worked hard to make the restructuring a success, and to deliver on these strategic priorities. Thus, the celebration of CSC’s 12th birthday is a celebration of CSC, but also the celebration of the hard work and dedication of CSC officers now and over the years. CSC’s achievements would not have been possible without you, our partners and everyone in the CSC family.
