Dear Health Insurance Industry Professional: SB 1182 is moving forward in the California Legislature and agents need to take action. Please take a moment to ask your legislator to OPPOSE SB 1182. If any of your clients will be impacted by this bill -- please ask for their help. SB 1182 (Leno) requires health plans and insurers to submit to regulators for rate review any large group plan contract or policy rate increases that exceed five percent of the prior years rate. SB 1182 additionally requires new data reporting requirements on all health plans and insurers on all products sold in the large group market. CAHU POSITION: CAHU OPPOSES SB 1182 large group health plan rate review provisions and the mandated new data reporting requirements on health plans and health insurers sold in the large group market. POINTS OF OPPOSITION: • SB 1182 creates uncertainty and delays for large employers by creating an unworkable rate review process. • SB 1182 imposes huge new data burdens but does nothing to reduce the cost of health care • SB 1182s extraordinary data demands are not necessary. • Policy goals should be laser-focused on making the new Health Benefit Exchange/Covered California and SHOP work as promised in order to provide a successful, affordable marketplace for all health care consumers. Please ask your Senator to OPPOSE SB 1182 (Leno).
