Dear John, Thank you for contacting me about S. J. Res. 7, a balanced budget amendment to the Constitution. As a cosponsor of this measure, I appreciate hearing from you. Spending and deficits have skyrocketed in recent years, with 2012 marking the fourth consecutive year of deficits over $1 trillion. As a result, our national debt has increased from $8.9 trillion to over $16 trillion in just five years. The consequences of such fiscal mismanagement will be devastating to our economy and job growth, not to mention future generations who will be saddled with debt and a government they can no longer afford. It is clear that Washington has a serious spending problem, and the American people want a government that finally lives within its means. It is for this reason that, on February 13, 2013, I cosponsored S. J. Res. 7 which would prohibit Congress from allowing spending to exceed receipts for a fiscal year. It would limit spending at 18% of the GDP, and it would require any new proposed taxes to garner a two-thirds vote in both the House of Representatives and the Senate to pass. Currently, S. J. Res. 7 is pending before the Senate Committee on the Judiciary, of which I am not a member. Please be assured that I value knowing your views on this measure as I continue working with my Senate colleagues on advancing a balanced budget amendment to the Constitution.
