Dear Members, India has the largest number of rural poor as well - TopicsExpress

Dear Members, India has the largest number of rural poor as well as landless households in the world. Landlessness is a strong indicator of rural poverty in the country. Close to 70% of the population is dependent on land, either as farmers or farm laborers. It has been therefore imperative to address the issue of land in a manner that it provides livelihood, dignity and food security. In this regard, the Government of India decided to set up a national council headed by Prime Minister to prepare National Land Reforms Policy. The Policy has been prepared by a task force headed by Rural Development Minister Jairam Ramesh and co-chaired by Tribal Affairs Minister Kishore Chandra Deo and put up for public comments on the MoRD website. A few salient features of the Draft National Land Reforms Policy are that: · It provides the mechanisms of preparing a land use plan for every village to guide the best utilization land, · Puts in place policies and systems to ensure effective distribution of land to landless poor, · Provides effective safeguards for lands of the Scheduled Castes and Scheduled Tribes, · Ensures homestead rights, tenancy rights, land rights for the women and effective usage of common property resources, · Emphasizes on creation of support systems for the poor to help them effectively liaise with the land administration department. The policy can be reviewed at: rural.nic.in/sites/downloads/latest/Draft_National_Land_Reforms_Policy_July_2013.pdf Given the significance of this policy, we specifically invite comments from Members of Decentralization, Microfinance and Work and Employment Communities of Practice on the draft Policy: a) What are the critical issues and shortcomings in the Draft policy? b) What modifications can be made to address the emerging concerns around land reforms? c) What are the key recommendations on implementation of the policy? Your comments and suggestions would be helpful in strengthening the draft and all inputs would be duly acknowledged. Please send in your comments by 26th August 2013, so that they could be shared with the Ministry of Rural Development, GoI. Regards, Alka Narang and Sumeeta Banerji UNDP, India
