Dear Parent Support Group chairs / Parent representatives, At the National Day Rally (NDR) yesterday, PM announced strategic shifts in our approach to nation building, underpinned by a continued core purpose – to enable every Singaporean to thrive and find success. Education featured strongly in PM’s speech, as he signalled key shifts in our education system to keep paths upwards wide open to all. These included changes to P1 registration, scoring of PSLE, Edusave, admission to perceived “top schools”, and flexibility for secondary school students to tailor their education to their abilities. MOE has been reviewing these issues over the past two years, since we signalled a new Student-Centric, Values-driven phase of education. Some of you were involved through Our Singapore Conversation. Over 22,000 educators, members of public, parents, students, community and union representatives came together to share views on the goals of education and the aspirations they had for themselves, their families and the nation, and how our education system can support these. Excerpts of these conversations are at moe.gov.sg along with the media releases on the NDR announcements. While PM has signalled the broad directions, these changes are significant, and not all of them can be implemented immediately. Changes to Edusave and P1 registration can be implemented in 2014, and more information can be found here. Changes to the PSLE, and related changes to secondary school education, will be implemented over a longer timeframe, and will not affect immediate batches of students. It is also important that our teachers, school staff and school leaders are supported in implementing these changes well, and that we give everyone enough time for preparations and adjustments. Minister will speak in greater detail about this in due course. These changes will yield their desired impact only if they are implemented well. To this end, we need to work together as a community – of parents, students, teachers and principals.
