Dear Xotzin, Thank you for contacting me about the Humane Cosmetics Act. I am pleased to learn your views and appreciate the opportunity to share mine. I share your concern about the treatment of animals, and believe that animals used for research purposes should be treated in the most humane way possible. When possible, it is important for research facilities to use alternatives to animal testing, especially when the scientific community has agreed on safe methods that do not involve the suffering and death of animals. At the same time, however, I recognize that in many cases there is no adequate substitute to animal testing, and I am cognizant of the enormous medical advances that such research can unlock. As you know, the Humane Cosmetics Act, H.R. 4148, was introduced by Representative James Moran (D-VA) on March 5, 2014, and would ban testing cosmetic products on animals after one year. In addition, after three years, the sale of cosmetic products tested on animals would be banned. This legislation comes at a time when many countries around the world are changing their policies on the sale and production of animal-tested cosmetic products. This legislation has been referred to the House Committee on Energy and Commerce, on which I serve. As H.R. 4148 moves through the legislative process, I will be sure to keep your opinion in mind.
