December 2014 City Board, Committee & Commission Vacancies (Note: Board appointments are postponed due to the upcoming Run-Off Election on December 16, 2014. We will continue recruiting applicants and will resume appointments after the new City Council is sworn-in January 13, 2015.) The City Secretary’s Office is currently seeking biographical information forms for the following boards: Board of Adjustment – Seven (7) vacancies with terms to 4-4-16. The board hears appeals for interpretations of the zoning ordinance. Building Code Board of Appeals – Four (4) vacancies with terms to 5-4-16 representing the following categories: 2 – Building Industry, 1- Engineer and 1- Member Not Connected with the Building Industry. The board hears appeals of decisions and interpretations of the building official on rulings and alternate materials and methods of construction and considers variances of various City Codes. Building Standards Board – One (1) vacancy with term to 3-3-17 representing the member at large category (resident of the City and home owner). The board hears appeals under the Building Standards and Housing Code, which shall be construed to secure the beneficial interests and purposes of safety, health and general welfare, through structural strength, stability, sanitation, adequate light and ventilation, and safety to life and property from fire and other hazards incident to the construction, alteration, repair removal, demolition, use and occupancy of building or structure. Cable Communications Commission – One (1) vacancy with term to 7-27-16. The commission advises City Council on adherence to the provisions of any franchise agreement approved by the City Council, recommend regulations, and encourage, develop and promote the use of access channels. Citizens Advisory Health Board – Four (4) vacancies (one (1) vacancy appointed jointly by the City and Nueces County) with terms to 11-11-17. The board studies and assists in health and human service operations, services and programs, and makes recommendations to the City and County through the Director of Health and Human Services. Community Youth Development (78415) Program Steering Committee – Eight (8) vacancies with terms to 8-31-15 and 8-31-16 representing the following categories: 5 – Residents of the 78415 Zip Code and 3 – At Large. The committee advises the City Council on a periodic basis of the progress regarding the Community Youth Development Program. Corpus Christi Community Improvement Corporation/Loan Review Committee – Three (3) vacancies with terms to 5-7-17 representing the following categories: 2 – Community at Large and 1 – Financial Institution. The committee reviews and approves loan applications submitted through the various loan programs. Corpus Christi Convention and Visitors Bureau – Two (2) vacancies representing the following categories: 1 - hotel industry and 1 - attraction industry with terms to 10-1-17. The bureau solicits various organizations and associations to conduct meetings/conventions/tradeshows within Corpus Christi year-round. Corpus Christi Regional Economic Development Corporation – One (1) vacancy with term to 12-31-17. The corporation performs as an advisory board to the City Council and investigates and recommends to the Council such projects as in its opinion would be advantageous to the future growth of the City and to assist the City in the establishment and location of industries. Electrical Advisory Board – Ten (10) vacancies with terms to 12-31-15 and 12-31-16 representing the following categories: 2 - Master Electricians (with at least 5 years active experience), 1 - Regular Engineer (registered professional with at least 5 years’ experience)), 1 - Commercial Builder (with 5 years’ experience), 1 - Electrical Supply Business (with at least 5 years’ experience), 1 - Field Representative from a Utility Power Distribution Company that Services the Corpus Christi Area (with at least 5 years’ experience), 1 - Resident of Corpus Christi not Connected with the Electrical Industry, 1 - Journeyman Electrician (with at least 5 years active experience), 1 - Home Builder (with 5 years’ experience), and 1 - Electrical Engineer (with at least 5 years’ experience). The board reviews grievances pertaining to contractors and the City Electrical Code. It also can recommend to the City Council changes regarding the City Electrical Code. Joint Airport Zoning Board (Reactivating) – This board is currently being reactivated to assist in administering regulations controlling the creation of hazards in the area surrounding Corpus Christi International Airport. There are two (2) vacancies to be appointed by the City Council. These appointees must be residents of Corpus Christi. Landmark Commission – Two (2) vacancies with terms to 11-20-17 representing the following categories: 1 – Historian and 1 – Regular Member. The commission promotes the use of historical and cultural landmarks for the culture, prosperity, education and general welfare of the City. Library Board – Four (4) vacancies with terms to 11-05-16 representing the following categories: 2 – Regular Members, 1 – Member Nominated by the La Retama Club and 1 – Member Nominated by the Friends of Corpus Christi Libraries. The board shall be an advisory to the City Council and its duties shall be to investigate and recommend to the Council matters relating to library services. Marina Advisory Committee – Four (4) vacancies with terms to 12-18-16 representing the following categories: 1 – Representative of a Restaurant Located within the Boundaries of the Marina, 2 – At Large and 1 – Scientist, i.e. Marine Biologist. The committee advises and makes recommendations regarding development, use, or preservation of the marina. Mayor’s Fitness Council – One (1) vacancy representing the Community Outreach category with term to 5-11-16. The council advises the City Council, City manager, Parks Department and Health District regarding promotion of healthy living. Mechanical/Plumbing Advisory Board – Eleven (11) vacancies with terms to 1-2-16 and 1-2-17 representing the following categories: 1 - Person Not Connected with Building Industry, 2 - Master Plumbers (with at least 5 years active experience and at least three years of which shall have been in Corpus Christi and currently active in the plumbing trade), , 1 – Plumber (with at least 5 years active experience and at least three years of which shall have been in Corpus Christi and currently active in the plumbing trade), 1 - Mechanical Engineer (with at least 5 years of active experience), 3 – Persons with a Heating, Ventilation, Air Conditioning and Refrigeration Contracting Business (with at least 5 years active experience), 1 - Home Building Industry (with at least 5 years’ experience), 1 – Person who shall have at least 5 years of active experience in landscape irrigation and is licensed as an irrigator by the State of Texas, and 1 – Person with at least 5 years’ experience in the commercial building industry. The board advises the City Manager regarding any matter in the mechanical, plumbing and irrigation fields that it considers should be brought to the attention of the City Council. The board also makes recommendations to the City Council regarding changes to the City Fuel Gas, Mechanical and Plumbing Codes. Oil and Gas Advisory Committee – Six (6) vacancies with terms to 12-31-16 and 12-31-17 representing the following categories: 2 - General Public (not connected with the oil and gas industry), 2 - Oil and Gas Well Industry, 1 - Alternate General Public and 1- Alternate Oil and Gas Well Industry. Alternate members serve in the absence of the public or oil and gas well industry member who is absent. The committee shall make a continuing study of operations for the exploration, drilling, and production of oil, gas and minerals and the possible effects of same upon the environment, public health, safety and general welfare of the City. Pipeline Review Panel – Five (5) vacancies with terms to 5-8-16, four of whom shall have technical expertise in the construction, maintenance, or operation of pipelines, at least one of which shall have emergency management experience and one shall be a community representative. The panel will hold hearings and render decisions on any substantive, non-resolvable technical issues that may occur regarding the intent to construct new pipelines. Port of Corpus Christi Authority of Nueces County, TX – One (1) vacancy with term to 1-1-18. The Port Commission efforts are directed toward encouraging industrial expansion, attracting new cargo, building and maintaining public terminals, setting operational policy and cooperating with the Federal Government as a local sponsor in maintaining and further improving vital navigation channels. Retired and Senior Volunteer Program Advisory Committee – One (1) vacancy with term to 6-16-16 representing the following category: Retired and Senior Volunteer Program (RSVP) Volunteer Workstation Representative (executive, director or similar leadership position at a non-profit agency that operates a RSVP Volunteer Station). The committee advises the City Council, City Manager and Parks Department Staff regarding the RSVP including but not limited to recruitment strategies; providing support in recruitment of volunteers and volunteer stations; serves as community advocates and liaisons; assists in development of non-federal resources to include fundraising and other duties related to the RSVP. Senior Companion Program Advisory Committee – One (1) vacancy with term to 6-16-15 representing the following category: At Large. The committee advises the City Council, City Manager and Parks Department Staff regarding the Senior Companion Program (SCP) including but not limited to recruitment strategies; providing support in recruitment of volunteers and volunteer stations; serves as community advocates and liaisons; assists in development of non-federal resources to include fundraising and other duties related to the SCP. Sister City Committee – Three (3) vacancies with terms to 9-16 and 9-17. The committee studies ways and means of improving relations with the Corpus Christi sister cities. Tree Advisory Committee – One (1) vacancy representing the At Large category with term to 2-8-16. The committee reviews and recommends a formal written plan to the City Council for the care, preservation, pruning, planting, replanting, removal or disposition of public trees. Watershore and Beach Advisory Committee – Three (3) vacancies with terms to 12-11-16 representing the following categories: 1 – Scientist, i.e. Marine Biologist, 1 – Owner or Representative of a Hotel or Condominium Located on North Padre Island or Mustang Island and 1 – At Large. The committee advises and makes recommendations regarding use or preservation of the following areas within the city limits: the waterfront, the beaches, and the natural bodies of water including but not limited to Gulf of Mexico, bays, rivers, and creeks, excluding the Marina area as defined by Section 2-264.
