Declared decreed and adjudged, that a person is not the owner of an animal under Prince Georges County Code, Animal Control, Section 3- 101 et seq., if that person merely feeds an animal and otherwise does not act in a manner which creates ownership under Prince Georges County Code, Animal Control, Section 3-101 (57); PGFF won this victory in Circuit Court. We took this issue TO the Circuit Court partly because the animal hearing board in our county was handling situations involving community cat caretakers unfairly, and even in ways that violated peoples Constitutional rights. The board is just that, a board, it isnt a competent court. There ought to be careful thought about WHERE to make a stand, on behalf of animals, as well as how. Here is a precedent that I suspect might be important to a Judge, but might be unknown to a county official with a health program or a police officer or a private citizen.
