Deific System – World Management System A new religion- Vahdat Deific system is organized in accordance with Allah’s dictate. This system implements principles based on the religion of Vahdat (unanimity). - It forms Saint Society or makes societies to be saint. According to the laws coordinated with logic and mode of thought which follows from the book of religion of Vahdat – Contact and Saint Life. So, the Constitution of World Management System is already formed. World Management Vahdat System, Deific System can be implemented in three ways: 1. People who have adopted religion of Vahdat will create Saint Society. Then other people (nations) can enter this society. 2. World community of states makes a decision to transfer into this system. States which do not enter this system, will be invited to it. 3. Regimes which do not recognize the Truth and are against mankind and life, will be invased. Deific system (system of unanimity) is a policy management, mechanism of policy management of Vahdat religion. Adoption of religion of Vahdat and its spreading are separate things. The main aim of the system is to protect a society from unfairness, pressure and agitation; to re-establish people’s freedoms, to eliminate mutual intolerance between people and groups. This is because the above mentioned are the reasons which lead to the forming of exploiter societies. It is necessary to have a particular state of soul to listen to Allah’s will, to understand it totally and to learn it well. Only this can be a ground to build sanctity. This is God’s instruction. Nowadays we are witness of conservatism, exploitation, unfairness and oppression. Life is paralyzed with negative features of immorality which is prohibited by all religions. In this case we can hardly speak about the ability of any group connected with religion. But Allah creates people and He is an Author of other beings. His new instructions lead a man forward, to the Truth! He grants a man with new biological, physiological and physical qualities, makes his mind to be more exalted, to create permanently changing world. So, Allah improves power of our souls. This way he makes a man to be free from difficulties which happened with him. Transfer in Deific System is obligatory. This is Allah’s will. A being and existence are created in accordance with Allah’s fundamental principle – from simple to complex, from loneliness to consolidation. The True way will lead to secular life-style, to the implementation of world community. And this is the am of Deific System. Explanation 1. Deific System will be established by the Head of the religion of Vahdat(unanimity) and implemented in accordance with the will of God. 2. Deific System is a global one. It can be implemented in any state or in the community of a number of states. 3. Deific System is political management with parliament structure. 4. History will change after the implementation of Deific System. We will use the calendar of Vahdat. It will be on the 20th of March. The 21st of March will be considered to be the first day, the first day of the first week of the first month of the first year (1/1/1). 5. Headquarters of the religion of unanimity(Vahdat) is separate from the Parliament. The center of rituals of the religion of unanimity(Vahdat) is called temple. 6. It has Saint Hearth of Society, Council of Unanimity and System of Dictates. Saint Hearth of Society is a structure connected with the Parliament. So, working team from the Parliament enters into Saint Hearth of Society and carries out its activities under the name of parliament representative mission. 7. System of Dictates is also to be organized by lawyers appointed by the Parliament. The activity of this structure consists from receipt of religion dictates and wills received from the Parliament, coordination of them with the World Constitution and returning to the Parliament. 8. Saint Hearth of Society and System of Dictates and Will are under the control of the Council of Vahdat which head is Prophet himself. In case if the Council approves any decision, it can be appealed against by a minority who vote against it. This is to be done on the vase of any Party’s written request. 9. Any draft law received from System of Dictates and Will is to be brought into the form to submit it to the Parliament and in accordance with other laws. Laws which were not accepted by the Parliament can be delivered to the System of Dictates and Will in order to carry out their re-preparation. In case if they are grounded, this issue can be re-examined. 10. The Parliament is bicameral and consists from: 1) Lower Chamber and 2) Upper Chamber. The Head of the Parliament is called National Leader. Each nation can use translation into its language (at will). National Leader is selected by Parliament by personal or closed elections. 11. The necessary number of Deputies are to be selected in the framework of nationwide elections in accordance with the norms of global policy. Elections legislation does not provide for barrage. Representatives in the Upper Chamber are to be appointed from elected deputies. Upper Chamber is also called Chamber of Representatives. This is because that Upper Chamber appoints a group of Representatives to the Saint Hearth of Society. 12. The number of deputies of Upper Chamber is to be one third or one fifth of the number of deputies of Lower Chamber. According to the rules of fairness (by the single method) one third or one fifth of deputies of each party are to be elected. Each party sends to the Upper Chamber, i.e. legislative department (section) of the Parliament a particular number of specialists, for example, a lawyer, an economist, a teacher, a medic and etc. People who are considered to be fit are to be elected. They are to be appointed due to the fields which need for improvement or reorganization. Unaffiliated deputies can also create a group and reach a collective decision and to submit their own offers. 13. Party groups can also send unaffiliated deputies. Of course, this issue is to be examined by professionals. This can be allowed in case if mutual agreement is available. In such case this deputy can not be a member of a party, which has supported him and expressed its confidence. He can neither enter to such party. This provision works only for international interests. 14. The main activities of Upper Chamber are: to submit new laws, to receive offers from Lower Chamber and to improve laws. 15. Lower Chamber is a working one and is connected with the Executive Machinery. Lower Chamber carries its activity in two directions: 1) Controls the execution of laws issued by the Parliament; 2) Submits unreasonable laws and laws which lead to crisis situation to the examination by Upper Chamber. 16. Lower Chamber has a right to take legal action against Executive Machinery connected with the non-execution or improper execution of laws issued by the Parliament. Lower Chamber has right to submit to the Constitutional Court an action against Upper Chamber connected with the preparation of laws which have repeatedly led to crisis situation, i.e. laws which do not meet the requirements of nation (state) legislation. Lower Chamber to take such action connected with the same issue three times. In case if positive result is not achieved, Upper Chamber will be dissolved. After three submissions of legal action Constitutional Court has a right to cancel the activity of Upper Chamber of the Parliament. New representatives will be elected to Upper Chamber. This situation and stage can happen only once. On the second time the issue of snap elections will be included into the agenda. 17. Lower Chamber has a Speaker, who will be permanently changed. 18. National Leader is the Head of the whole Parliament and Upper Chamber. 19. Executive Machinery is under the control of Parliament (in accordance to the plan). 20. While executing their functions Prime-minister and Ministers must take neutral position and to be impartial. A supporter of any political party can not have any positions. 21.Prime-minister can be appointed by two ways: 1) to be elected by the Parliament; 2) to be appointed by Council of Unanimity. Council of Ynanimity will chose the way how to appoint or elect Prime-minister. So, Council of Unanimity can entrust this function to the Parliament. 22. Prime-minister forms cabinet council. Prime-minister reports back to the Parliament. 23. Security systems of Deific System, i.e. legislative, executive and judicial systems of member states carries out independent activity and considered to be resources of the state. Any party which acts against the state is to be punished in accordance with legislation. Judicial System of Religion of Vahdat deals with such issues. 24. Deific System, i.e. System of Unanimity is opened for all states of the world. You can apply to the System of Vahdat on the base of act of parliament, resolution of political opposition or opinion of the majority of any social group.
