Delhi Govt. staff threaten stir over pay parity The Delhi Government employees belonging to the Delhi Administrative Subordinate Services (DASS) have made it clear that if their demands for enhanced pay-scale are not met within a week they will not cooperate in the implementation of the State Government’s Food Security Scheme slated for August 20. Several employees gathered in front of Delhi Secretariat on Monday to protest peacefully that their long-pending demands be met. Among other things, they have been demanding implementation of the Sixth Pay Commission recommendations and restructuring of the cadre for more avenues for promotion. The DASS members also met Chief Secretary D. M. Spolia and submitted a memorandum of their demands and were assured that their basic demands will be met by August 19. “We have two basic demands that need to be met. First, Grade-I officers of the DASS cadre should be granted non-functional pay scales in accordance with the section officers of the Union Government. There has always been a historical parity between the two and the Chief Secretary can send an order in this regard,” said a DASS member who participated in Monday’s protest. “Second, is the parity of Grade-II officers of the DASS cadre with assistant and stenographers of the Central Secretariat Services,” he said. Among the other demands submitted to Mr. Spolia was the grant of non-functional selection grade of Rs.4,200 to the Grade-III DASS cadre at par with the Upper Divisional Clerks of the Central Secretariat Clerical Services and immediate promotion of the lower divisional clerks of the 2003 batch which they claim is long overdue. With reference to the issue of recovery being made from retiring officers, the Chief Secretary assured them that once the notification regarding parity as per Sixth Pay Commission is issued the issue of recovery would automatically be resolved, said a statement from the DASS members. The dispute of pay scale of DASS employees, which includes Grade I, II, III and IV staff, has been continuing since 2007. “We have been trying to demand parity in pay scales for more than five years. Before the last Assembly elections we were promised pay scales in accordance with the Central Government scales,” said the member. The Sixth Pay Commission had recommended that the pay scales of the DASS cadres be enhanced to meet the level of the Central Secretariat staff in 2008 (implemented with effect from 2006). The decision was also approved by the Central Government but was never notified by the Delhi Government. Even though the then L-G had ordered that pay scales be increased in 2007, the decision was later revoked by the Home Ministry in 2010.
