Democracy should be conceptualized independently from the social system.In addition to institutions which ensure democratic freedom and regular elections,there should be structures which facilitate permanent social control of state.Such control can only be guaranteed by the creation of an alert civil society.In order to locate and understand the theory of democracy in African and Nigeria my country,it is necessary to examine the conditions that trigger the emergency of democratic discouse.In all the history of democracy,there are various struggles which gave birth to democratic discourse.
