Der italienische Ministerpräsident schien in einer Pressekonferenz nicht allzu interessiert darin gewesen sein, was der ägyptische Präsident El-Sisi neben ihm zu sagen hatte. Er schickte erst einmal ein paar SMS, sieht sich nochmal gelangweilt um, um dann doch noch den Stöpsel mit der Übersetzung ins Ohr zu schieben. Herauskommen bei solchen Treffen dann solche gemeinsamen Erklärungen. Der für mich schönste Satz darin: Italy recognizes the complexity of Egypt’s democratic transition since 2011. President Abd al-Fattāh al-Sīsī and Prime Minister Matteo Renzi held extensive talks today in Rome with a view to further broadening and deepening the partnership between the Arab Republic of Egypt and the Italian Republic. They also discussed and jointly assessed the most recent International developments. 2. The two Leaders are committed to building stronger and steadier relations and pledged to increase cooperation between their respective governments, business communities and civil society organizations. Italy and Egypt not only share strong historical ties and rich cultural heritage as a result of two great human civilizations, they also hold common interests and visions as the euro-Mediterranean community is confronted with greater risks and opportunities in the political dimension, in the socio economic sphere as well as in security. The two countries are determined to jointly act as advocates for dialogue, mutual trust and cooperation between people of different faiths, ideologies and cultures. 3. Italy supports Egypt as it continues the implementation of its institutional road map which includes holding parliamentary elections. Italy recognizes the complexity of Egypt’s democratic transition since 2011, as well as the many challenges the country has faced since then. With that in mind, Italy commends the positive provisions on human and social rights in the Egyptian constitution and trusts Egypt’s continuing resolve to implement them. 4. Prime Minister Renzi and President al-Sīsī expressed confidence in the progress of economic reforms and recovery in Egypt and in Italy. Italy appreciates the steps currently being taken by the Egyptian government to tackle much needed social economic reforms. As Egypt embarks upon its ambitious national plan of economic development including infrastructural development, both countries highlight the favourable prospects for enhanced cooperation between the respective business communities in view of expanding mutual relations of trade and investment. Italy looks forward to the International conference on Investment in Egypt to be held on 14th and 15th of March 2015. 5. Both leaders welcomed the reactivation of the Italian-Egyptian Business Council reconvened today with the participation of more than fifty entrepreneurs and business representatives from both Countries. Given the importance of the economic dimension of their collaboration, Italy and Egypt agree to hold specific meetings between business leaders involved in bilateral cooperation in the framework of the Italian-Egyptian Business Council. 6. Both leaders acknowledged the importance of cooperation in the railway sector and, following a recent request raised by the Egyptian side, Italy expressed readiness to finance a soft loan for the study and design of the new electrified railway high speed line between Alexandria and Cairo, which Egypt is committed to implement in the framework of the Infrastructure Development Plan. 7. The two parties agreed on a renewed commitment for the implementation of the bilateral cooperation projects, worth a total amount of 98 million Euros in soft loans, 10,5 million Euros in grants and two debt swap operations of 200 million USD (overall total 295 million Euros). The sectors where the bilateral cooperation is active are agriculture and rural development, where a delegated cooperation programme worth 27 million Euros will be activated soon, social development, education, public and private sector development, environment and cultural heritage. 8. Both countries will work to encourage strengthened sea links between Egypt and Europe and the opening of a corridor for fresh horticulture products. 9. The two Parties seek to further expand bilateral programs in higher education. 10. As part of their bilateral cooperation and in accordance with the goals set in the framework of the “Khartoum Process” both governments will enhance their collaboration on migratory issues and step up efforts aimed at implementing UN convention against transnational organized crime and addressing the root causes of migration flows including through efforts aiming at realizing the Millenium Development Goals. 11.Both leaders agreed to foster cultural relations as a key investment for their bilateral partnership. 12. Both leaders acknowledged their joint efforts within the United Nations and other relevant International fora, as a valuable tool for strengthening stability and peace between the two shores of the Mediterranean, the Middle East and Africa. They highlighted the strategic goals of enhancing the relationship between the European Union and Egypt as equal partners, based on the principles of mutual respect, common understanding of national specificities and mutual benefits to both sides. They also agreed to continue to work closely within other regional and euro-Mediterranean fora, such as the Union for the Mediterranean. Both countries are fully supportive of greater and deeper cooperation between the European Union and the League of Arab States. 13.Both Governments strongly support the International partnership aimed at curbing the spread of DAESH Iraq and Syria. They strongly encourage the efforts of UN Special Envoy for Syria Staffan De Mistura, with a view of stopping the violence, expanding humanitarian assistance and setting the right conditions for an inclusive political settlement of the Syrian war, with the support of all players with influence. 14.Both leaders acknowledge the serious scourge of terrorism and underline its growing threat to stability worldwide, and particularly of countries in the region. They strongly condemn all forms of terrorism and call upon all states to actively and effectively confront terrorist organizations and to enhance their cooperation and coordination in all aspects related to counter-terrorism. On the basis of UNSC resolutions, and in particular Res. 2174 and 2178 and as part of the ongoing bilateral cooperation, Italy commits to assisting Egypt in its fight against terrorism in Sinai and other areas of the country. 15. Egypt and Italy share a deep concern for the instability and violence unfolding in Libya and call on all parties to refrain from violent attacks, engaging instead into a serious and sustained political dialogue in order to provide Libya with a chance for national reconciliation and disavow any extremist agenda that would take the country only to further chaos and civil strife. Italy and Egypt, as key neighbours of Libya, will continue to stand for Libya’s national unity and democratic prospects and will pursue their support to strengthen Libyan State institutions capable of representing and responding to the needs of all Libyans while respecting the political will of the Libyan people as expressed during the last parliamentary elections. They also confirm their commitment to fully supporting UNSGSR Bernardino Leons efforts for a UN-led dialogue initiative aimed at identifying a viable and peaceful way forward. 16.Both leaders called for an early resumption of the Middle East Peace Process through direct negotiations between Israel and Palestine, fulfilling the vision of two States living side by side in peace and security and recognized by all of their neighbors, based on the relevant UNSC resolutions, the EU and Arab League statements and initiatives. Furthermore, the two leaders underlined the need for honouring the commitments undertaken at the Cairo Conference on Palestine towards the reconstruction of Gaza in order to bring about a fundamental change in its appalling conditions.The Italian side stated Egypt’s crucial role for the fulfillment of the abovementioned goals. 17.Prime Minister Renzi and President al-Sīsī expressed full satisfaction at the intense and fruitful pace of the bilateral political dialogue, the constant flow of ministerial visits on both sides, and pledged to further strengthen it.
