Did you notice that in any act, statute or document officially released by the GOVERNMENT OF INDIA or the State Governments, there is no use of the world man,woman or citizen, but only person. Did you ask why? Because the Indian monetary-legislative-judicial-prison system called GOVERNMENT OF INDIA does not apply to men or women; its meant only for persons and officers. Person in this legal context means the ID card, a dead entity, which can be given life to by a living,breathing original human by minimizing him/her to the identity of the 2D paper. If you claim your true nature as a living, breathing, original human being brought into life by nature and not that 2D paper, the Indian so-called GOVERNMENT loses all authority over you.
