Disenfranchisement is a reality, not conjecture. The methods are varied, but the goal is the same. In 2001, the all-white city government of Kilmichael canceled their elections to stop minorities from taking to the polls. Within hours of the VRA ruling yesterday, states began implementing voter ID laws. These IDs will require, directly or indirectly, fees/taxes to vote--a modern poll tax. No matter what the method or the name, one thing is clear: this will not stop until we preclearance is back in the VRA.
