On 11-19-2013, The full Senate unanimously voted to approve Senate Bill 491 . The legislation, supported by the Secretary of State’s office and the insurance industry, would prohibit the Secretary of State from issuing a registration or title for an off-road vehicle made exclusively for off-road use as specified in the vehicle’s certificate of origin. Off-road vehicles would include a golf cart, but not a motorcycle. The concern of registering ORVs arose within the Secretary of State’s office recently as more ORV owners were attempting to modify the vehicle for on-road use and then seeking to register or title the vehicle. Such registration or titling would allow the ORV to be driven in the same manner as a typical motor vehicle on all roads.
