Does anyone know the motivation behind SB 186? It would change the A-F grading system by adding eight points for volunteer hours performed during the school year by parents and/or community members, as defined by rules adopted by the Board. My first take, upon reading it, was that it would ensure that charter schools that require parents to volunteer would automatically get higher grades in the A-F system. But surely those schools dont need it, as they already kick out any kids whose parents arent active participants in their childrens education...that alone gives them a stupendous advantage. So...is there some other group behind this, or some other reason for it?
