President Ronald Reagan issues Executive Order 12564-mandating a drug-free workplace. 1988 The Mandatory Guidelines for Federal Workplace Drug Testing is published-providing a framework for establishing drug testing for federal employees, contractors and non-mandated industries. 1990s Workplace drug testing is embraced by retail, construction, and other industries. Today The United States is widely acknowledged as having the most extensive, medically-confidential, and well-designed, drug-testing program in the world-and has set the standard for drug testing globally.
