During the 1930s small Alaska cannery outfits felt the need to unify against what they termed was the potential interference of the federal government into their business interests. Together they organized the Alaska Packers Association (APA) which served to be an economic tyranny in Alaska. Not only was it harvesting salmon unregulated, but was showing a lack of equity for the workers in both wages and cannery conditions. Below are women getting together to raise their voice in protest.
