E-Bikers SouthSide. MANILA - Mandaluyong City Mayor Benhur Abalos inspected several checkpoints in the city on Thursday morning for the first day of implementation of a controversial policy on motorcycle riding. Mandaluyong City Ordinance 550 prohibits two males who are not first-degree relatives from riding a motorcycle in the city. Two men on board a motorcycle will be required to present documents or IDs proving that they are related to each other. Female or children passengers are exempted from the ordinance. Most of those apprehended said they were not aware of the new ordinance. They also complained of the delays caused by the apprehension. A fine of P1,000 will be imposed for the first offense, P2,000 for second offense, and P3,000 for third offense. The city is still pilot testing the ordinance to see if it will be successful in reducing crimes involving motorcycle riders.
