Having just potty trained my almost 3 year old, and most of her 3year old friends are still in nappies, is it laziness or just being more child centered and waiting until they are ready? my cousin in wales in a nursery nurse in a school and it is normal to refuse entry to playgroup and nursery at the school until they are potty trained (they start playgroup there ages 2.5) Also if they soil themselves they must wait until a parent comes before they can be changed.
