Commissioner-designate, your mission letter mentions that one of your goals is to support cultural and creative industries and exploit their potential for the economy. Inadequate internet infrastructure, roaming charges, poor e-commerce environment, for example, lack of facilities for micro-payments, and the lack of harmonised VAT rate for online distribution of creative works are obstacles to achieve this goal. What do you intend to do to overcome these obstacles to the development of cultural and creative industries. Moreover, thanks to the new technologies, and in particular the recent commercial use of 3D scanning and printing technology, objects of cultural heritage are being replicated more than ever before. Could you please telle us whether you are concerned about the implications which these new technologies have on the cultural heritage of Europe, and if yes, can you give us information on measures envisaged to protect and enforce European heritage, and to safeguard art and artists from the increased use of this technology ?
