Abstract: The main purpose of Irelands corporation tax regime is to create employment and through that to benefit from increased PAYE, PRSI and VAT receipts. However, corporation tax receipts of €4.3 billion were collected in 2013. This was over 11 per cent of Exchequer tax receipts and equivalent to around 2.6 per cent of GDP. There is much debate about the corporation tax burden levied on companies in Ireland. This is sometimes measured through the calculation of an average effective corporation tax rate. Using a variety of sources effectives rates from 2.2 per cent to 15.5 per cent have been proposed. The purpose of this paper is to assess the different methodologies that have been applied and determine their appropriateness for calculating the effective rate of corporation tax in Ireland. Ignoring data availability issues an ideal approach to the issue of effective corporate tax rates is presented. The paper concludes with a discussion of some of the topical issues that may cause the effective rate of corporation tax in Ireland to change.
