Effective 11:05 this morning, the Sangguniang Panlalawigan, in a special session as requested by Gov. Alfonso V. Umali, Jr. has placed the entire province of Oriental Mindoro in a state of imminent danger of calamity. As such, the provincial government can effectively assist all local government units within our jurisdiction using the 30% QRF subject to the provisions of R.A. 10121 and its implementing rules and regulations, the guidelines on the utilization of LDRRM Funds and all existing accounting, auditing and procurement rules and regulations. While we are preparing for any eventuality, let us keep on praying that Ruby will not put anyone in danger and instead pass through the sea and eventually disappear. God bless Oriental Mindoro.
