Effective governance at local level, key to smooth delivery of services: Dr Shehnaz Ganai Dr Shehnaz Ganai during the village level Awami Rabta held at Village Banpat in Poonch said that the only key to smooth delivery of services is effective governance at local level. Addressing the people at Village Banpat, , Dr Shehnaz Ganai, MLC, National conference, said that public support across the state has remained the fountain head of strength of National Conference. She said that National Conference symbolizes unity and solidarity of Jammu and Kashmir and public service is its political agenda. Party makes Government and governments do not build parties, said Dr Ganai and stressed on the rank and file of party to strengthen the party across Pir panchal range and shatter the designs of their detractors by exhibiting unity and working for the upliftment of people tirelessly. “History is the testimony of the secular-democratic credentials of National Conference and the sacrifices it has made to uphold the cause of communal harmony, brotherhood”, She said asking the party workers and the people of the area to further strengthen this trait and work for welfare and progress whole heartedly. Emphasising on enhancing public rapport by the workers, Dr Shehnaz told them to be actively involved in the implementation of development policy of the coalition government. She told the party workers to be on their heels to visit all areas and ascertain public feedback regarding development process. He told them to prove an important catalyst in the redressal of public grievances and help in successful and time bound implementation of works. she said that our Chief Minister Sh Omar Addullah, braved all the odds and took a historic decision of conducting panchayat elections in the State of J&K, and after a gap of almost three decades and, a complete first tier of PRI’s was put in place by constituting 4,139 Gram Panchayats (Halqa Panchayat). She said the pioneer leadership of the State of Jammu and Kashmir always believed in decentralization of the power with an all inclusive approach of bringing all the sections of society as the stake holders in the developmental process and decision making. She said that “Sometimes we come across with stories in media about empowerment of Panchayats. Has the Govt under the dynamic Leadership of Chief minister Omar Abdullah, not transferred powers from 14 departments to Panchs and Sarpanchs, the criticism could have been well taken but the fact is that government has already transferred powers to Panchayats and these are being utilized by them, and the high level nodal officer of the rank of Additional District Development Commissioner is monitoring the utilization of these powers by Panchs and Sarpanchs in each district, then one gets surprised on such stories which are devoid of facts”, she said maintaining that there may be gap in the utilization of powers by Panchs and Sarpanchs in some cases but the commitment of transfer of powers by the government has already been fulfilled and the process will continue. She said that the people of the state need dynamic Leadership of Omar Sahib, to steer it to progress, and to turn the dream of Naya Kashmir envisioned by Sher-I-Kashmir, Sheikh Mohd Abdullah into reality. She said today we have public services guarantee act, wherein the departments are supposed to provide the services in a time bound manner. More and more Departments are being brought under the ambit of the act. The introduction of RTI act, has given powers to public.
