Elias Motsoaledi used 2.5 million to fight 4.500; like using harmer to kill Mosquito At an Elias Motsoaledi local Municipality Council meeting that was held on the 08th instant the service of the Chief Financial Officer, Mr. Monageng, serving a five (5) year contract with the Municipality was terminated in terms of Council resolution taken against him. Amazingly the “alleged offence” was that he failed in his duties to appoint an appropriate contractor and in the process and amount of R 4 500 was lost to Council, which has been refunded by the co-accused in the matter to Council as a consequence of a sanction taken by an adjudicator in the matter. After having been subjected to a disciplinary hearing in which the Adjudicator should have recused himself in that his role was not only biased, the co-accused in the matter agreed to refund Council the loss that has been sustained as a consequence. Council however in its wisdom decided to peruse the matter and then, despite its dire financial position that it is faced with, expended: R 914 555 paid to an Investigator; R 882680 paid to and Adjudicator; R 786 530 paid to an Advocate Which in total amounts to more than R 2583 765.00 million an amount that can eventually and ultimately amount to more than R3.5 million once all relevant costs have been invoiced) spent in respect of legal fees for a matter that involved R 4 500.00. It is obvious that Council has a hidden agenda in this matter as the investigation that was conducted and the report drafted contains a number of errors and is technically flawed in many ways. As Mr. Monageng at this point in time and on his termination of his employment had only served two (2) years of his five (5) year contract that he entered into with Council, and in view of a number of anomalies that is prevalent in the investigation of the matter it is more than obvious that Mr. Monageng would succeed on appeal in a litigation against Council, and that it may be faced with a damaged suite against its, conservatively estimated to more than R 9.0 million in the matter. All of this expended money for a Council that is financially constrained and can hardly collect revenue from it debtors on service delivery - The money wasted in this matter could and should have been spent on urgent lack of service deliveries in the area, of which water is but one to mention. In any language this kind of conduct by Council is more than synonymous to fruitless, wasteful expenditure in a matter that could have been resolved in a much more amicable manner than having to ultimately pay in excess of R8.0 million in compensation and lack of income to the incumbent that have been affected. The Mpumalanga Party, Cope and Azapo and some Councilors of the ruling party, of whose positions of anonymity is respected, being totally against the action taken and exonerating themselves for any financial implications in the matter, that may arise as a consequence of actions taken in this matter by Council against it. The Mpumalanga Party has issued a request and communiqué to the Minister of CoGSTA, the Premier of the Limpopo Province, as the highest authorities in the National and Provincial legislature to restore the in situ that has resulted in this in flagrante decision taken by Council, to overturn the decision of Council taken in this regard, and ensure the expeditious re-appointment of Mr. Monageng to the position of Chief Financial Officer. The people and citizens of Moutse and the entire jurisdiction area of the Elias Motsoaledi Local Council, should unite in their aggrieved position that Council in its actions have caused the ultimate lack of service delivery by wasting millions of rands, in having to divert money from other budgeted projects to expend and perch on the legal expenses in this matter. “Services and their delivery in the area have been compromised due to this unorthodox action and manner Council acted on in this matter” as quoted by Executive Councilor (Seun) Mogotji of the Mpumalanga Party as the main opposition in Council, him and the party that he represents being supported by Cope, Azapo and prominent members of the ruling party, who wishes to retain their anonymity in the matter.
