Energy bill assistance opens to general public Heating a home during the winter months can create a financial crisis. To help keep families warm this winter, the Cabarrus County Department of Human Services is now accepting applications for the Low Income Energy Assistance Program (LIEAP). Applications are accepted through March 31 for one-time annual vendor payment to help with heating expenses. Eligibility for the program is based on household income, number of people living in the home, type of residence, type of heating fuel and utility rates. Applicants must be responsible for direct payment of their heating bills and the level of benefit varies.
