European push for new UN resolution on Gaza Germany, Britain and France made a new draft resolution to the UN Security Council calls for an immediate and permanent ceasefire between Israel and Palestinian factions in the Gaza Strip, and lift the blockade on the Strip. Diplomatic sources at the United Nations said that the discussions currently taking place in the corridors of the Council between representatives of Member States on the draft resolution that was circulated Thursday. The sources predicted that a vote on the Bill next week. Following is the text of the draft resolution: The Council condemns all acts of violence and hostility directed against civilians, as well as indiscriminate attacks that result in civilian casualties, and all acts of terrorism. The Council calls for an immediate and durable ceasefire and respect it fully, including an end to all rocket launches, as well as any offensive military operation in the Gaza Strip. The Council calls upon the parties to support a sustainable ceasefire, inter alia, on the following principles: – The return of the Gaza Strip to Palestinian Authority control. - Security arrangements to prevent the resumption of hostilities. - Banning sales or supply of arms and related material to the Gaza Strip except as authorized by the Palestinian Authority. - The obligation to prevent and suppress the financing of terrorism. - Lifting all Humanitarian and economic restrictions on the Gaza Strip, to enable the reconstruction and economic rehabilitation and development. - The full opening of the crossings in the Gaza Strip, taking into account the Convention 2005 on movement and access. - Decides to establish the international monitoring and verification, and empowered to:- Investigate reports of ceasefire violations and report to the parties and the Security Council. Monitor and verify the implementation of the principles of support for the cease-fire. Assistance in facilitating the flow of goods and people from and into the Gaza Strip. Maintain close contact and communication to ensure effective communication between the parties to the ceasefire. Information dissemination to humanitarian agencies and broader civil society and other participants in the implementation of the resolution. - Calls on the Secretary-General to immediately coordinate with relevant international actors and the concerned parties on developing detailed proposals for the implementation of the relevant provisions of this resolution and to report to the Security Council those proposals. - Calls on the Secretary-General to assess the needs on the ground with regard to the establishment of effective governance and service delivery by the Palestinian Authority in the Gaza Strip, and to report to the Security Council with options for deployment of technical expertise. - Invites Member States and international organizations to provide support to the Palestinian Authority, including the resumption of payment of salaries of civil servants (public sector), as well as capacity building for security forces. - Calls on Member States to contribute to the needs of the reconstruction of the Gaza Strip, in coordination with the United Nations, including through holding a Conference for this purpose. - Calls on all parties to abide by their obligations under international humanitarian law, including the Geneva Convention relative to the protection of civilian persons in time of war of 12 August 1949. - Calls for urgent and renewed efforts by the parties and the international community to resume negotiations to achieve a comprehensive peace based on the vision of two States, Palestine and Israel democracy, living side by side based on the pre-1967 borders, in peace and security, as envisaged in resolution 1850 of December 16th, 2008, and in this regard stresses the importance of the Arabic peace initiative.
