He said infrastructural development should not interfere with the natural settings and the beauty of these places. A judicious balance needs to be maintained between conservation and development; he said and added that we should assume collective responsibility to ensure preservation and protection of our tourist attractions. Reviewing the works and initiatives undertaken by Sonamarg Development Authority (SDA) and Gulmarg Development Authority, (GDA) a meetings, here, the Chief Minister stressed that no violation of building permissions granted by BOCA should be allowed and wherever, unauthorized constructions and land grabbing has taken place, the same should be challenged and public notices should be issued to all such violators. During the meeting, the Chief Minister reviewed the State plan for the years 2012-13 and proposed action plan for the year 2013-14 of SDA and GDA. Action Plan 2013-14 to the tune of Rs. 3 crore for SDA and Action Plan 2013-14 for GDA to the tune of Rs. 3.5 crore along with additionality of Rs. 50 lakh was approved during the meeting. Sagar Maintaining that the government has registered phenomenal developmental activities for ensuring sustained development of the state in every sphere of life, the Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar has said that the certain forces are in a state of frustration and trying best to create misgivings in the minds of the people and negate the achievements registered by the present government. The Minister said while inaugurating the sarai at Sopore yesterday. He said that the government has introduced several schemes which have been instrumental in uplifting the socio-economic profile of the people besides providing ample opportunities of employment to the people and the youth in particular. He said that special and focussed attention is being given to ensure that the problem of unemployment is addressed by implementing the programmes like UMEED, Himayat, Udaan, SKEWPY etc. by which the youth can be provided the avenues of setting up of their own entrepreneurial units. National Rafting-Reasi The three day long adventure sports and National Rafting Championship in River Chenab near Reasi commencing on November 29 for which the arrangements were ysterday finalized in a meeting chaired by District Development Commissioner Dr. Shahid Iqbal Choudhary. Reasi has emerged as River Rafting destination for local tourists and pilgrims visiting Mata Vaishno Devi and Shiv Khori Shrines. Tourism Department and District Administration have endeavoured to promote adventure sports potential of Reasi for which infrastructure is also planned to be developed. Arrangements for stay of visiting sportsperson, teams, supporting agencies, were finalized besides medical facilities, potable drinking water facility, rescue plan, elaborate security plan, publicity and promotion plans have also been finalized for the 3-day event. Red Cross volunteers and mobile medical teams are being deployed along the routes of Marathon and Rafting. The three day event is expected to be attended by thousands of sports lovers. The DDC informed that land has been identified for Adventure Sports Club and a society of district officers is being constituted for promoting Rafting. A tourist hut and cafe will be constructed on banks of Chenab to strengthen sports club. It was also agreed in the meeting that this will be made an annual event to promote tourism in the area. A website for attracting international tourists and pilgrims of twin shrines is also being designed. DDC said that creating of tourism development authority and organizing national level event is going to boost the local economy. CHOGM-Summit The 22nd Commonwealth Heads of Government Meeting began in Sri Lanka with a glittering ceremony at the Mahinda Rajapaksa Theatre in Colombo this morning. In his inaugural speech, the host leader, President Mahinda Rajapaksa, warned the delegates of not making the Commonwealth a judgmental and punitive organization and said that it should work to become a unifying force. He said that the relevance of the organization will be tested by its ability to fight against poverty and economic disparity. The three day summit will discuss a host of issues including the theme Growth with Equity: Inclusive Growth and adopt a Summit Communiqué on Sunday. Prince Charles of England is representing Queen Elizabeth II at the Summit. India is being represented by External Affairs Minister Salman Khurshid. Canada and Mauritius have decided to boycott the event over charges of human rights violations by the host country. 22nd CHOGM returns to Indian sub-continent 24 years after it was held by Kuala Lumpur in 1989. Prince Charles of England, who is representing the Head of the Commonwealth, Queen Elizabeth II, declared the Summit open. In his speech he recalled the words of Pandit Jawaharlal Nehru who had said at the first Commonwealth meet that the world needs a healing touch. Antony-INS Indias second aircraft carrier INS Vikramaditya, designed to boost Indias maritime capabilities, will be inducted by Defence Minister AK Antony at a shipyard in Russia tomorrow. Russian Deputy Prime Minister Dmitry Rogozin will be attending the commissioning along with Defence Minister Shoigu. Antony left for Russia with a high-level delegation, including Defence Secretary R K Mathur, on a four-day visit today. Apart from commissioning the aircraft carrier, he will also co-chair the India-Russia Inter -Governmental Commission on Military Technical Cooperation, IRIGC-MTC, with his Russian counterpart, Sergey Shoigu. The two sides will discuss a broad spectrum of issues related to ongoing and proposed defence projects and defence cooperation between the two countries. The two sides will also exchange views on bilateral concerns related to regional and global issues. Mukherji-Sachin President Pranab Mukherjee has described the cricketing legend Sachin Tendulkar as a great Ambassador of the game and of India. He said, Sachin is a true icon who has inspired youth across the country by not only his stupendous records but also by his conduct on and off the field. The President made these remarks after giving away prizes to the winning teams of a T-10 cricket tournament organized by the President’s Secretariat in the Rashtrapati Bhavan yesterday. Mukherjee said, he also joined millions of adoring fans in hailing the achievements of Sachin Tendulkar as he plays his last international test match in Mumbai, beginning today. He said that Sachin has decided to call it a day as far as cricket is concerned but no doubts that he will continue to serve the game and the nation. Azad-Development The Union Minister for Health and Family Welfare, Ghulam Nabi Azad has said that by virtue of the liberal funding by Central Government, a revolution of progress and prosperity has been recorded in Jammu and Kashmir during the last five years of the coalition. Appreciating the efforts of Prime Minister Dr. Manmohan Singh and UPA Chairperson Mrs. Sonia Gandhi, the Union Minister said that the State Government registered several milestones in upgrading vital sectors like education, health, road connectivity and communication facilities in both urban as well as rural and remote areas of the State. Azad was addressing a public meeting at Ukhraland Khari areas of Banihal Constituency yesterday. He said that during last two decades of turmoil, Central Government launched several significant schemes in the state for over all development and to provide succor and relief to the people. Giving resume of a few landmark activities of the Government, Azad said that Rs. 30 lakh have been spent in first phase for setting up of two Industrial Training Institutes (ITIs) under skill development scheme in Khari and Ukhral, while as 22 Sub Health Centres are being set up in far flung areas of Banihal Constituency with central assistance. He said six Primary Health Centres are also being set up in Mahomangat, Tragam, Pogal, Neil, Senapati and Ukhralat a cost of Rs. 3 crore. The Union Minister said that far flung districts of the State which include Ramban, Kishtwar and Doda are being given special attention in respect of development and welfare by the Central Government. He said that schemes like RMSA and SSA are under implementation to extend quality education facilities to the far flung areas and PMGSY and other related schemes have been successful in spreading network of roads and communication to uncovered areas of the State. The Governor while interacting with the artists of Natrang who performed a Dogri street play, “Gatte-ch Manu” (man in the ditch), in the Raj Bhavan lawns, here last evening, lauded their outstanding performances. He stressed for promoting people’s theatre, which would contribute to the harmonious growth of the society. He also lauded Balwant Thakur for his contribution to Dogri theatre. The Governor asked the Divisional Commissioner Jammu, Shantmanu to consider making the presentation of selected plays a part of the performances at the forthcoming Jammu Festival, observing that such aesthetic initiatives need to be strongly encouraged. PCA-Court: Source: UNI Jammu and Kashmir High Court has directed the Government to file Action Taken Report (ATR) on the recommendations of the committee constituted for making amendments in Prevention of Corruption Act (PCA) by the next date of hearing. A Division bench of High Court, comprising Justices Mohammad Yaqoob Mir and Muzaffar Hussain Attar passed the direction on an anti-graft Public Interest Litigation (PIL). The Advocate General (AG) informed the court that process to amend the PCA has already been initiated as a committee headed by Chief Secretary constituted by the government has discussed the suggestions of State Vigilance Organization (SVO). Under PCA, the Government has power to grant sanction for launching prosecution against its employees. The court had previously directed the Government to do away with the provision with the observation that the investigation is carried out by the statutory authorities and the requirement of the sanction is irrelevant. In compliance of one of the court directions, the Government has already conferred powers to the Additional District Judges to function as special judges Anti Corruption within their respective jurisdiction. Cameron-Terrorism Britain has called for a combined effort with India to combat the menace of terrorism perpetrated on the soils of both the countries. In an exclusive interview to AIR Special Correspondent Veena Jain in Kolkata yesterday, the visiting British Prime Minister David Cameron said that both the countries have been the victims of terrorism and there is a need for security cooperation and toughness in dealing with the menace. On the issue of hurdles in issuing visas to Indian students and business community, Mr. Cameron said that there is no limit on Indian students visiting Britain for studies. He said that what they need is proficiency in English and a place in genuine British University. In Bilateral trade and investment, Mr Cameron said that both the countries have to keep finding new initiatives to enhance economic cooperation. On being asked about his expectations from the Commonwealth Heads of Government Meet, CHOGM, beginning in Colombo from today amidst allegations of human rights violations by the host country, the visiting dignitary said that the Commonwealth is a family of nations and it believes in certain standards and values like democracy, human rights and freedom. He said its important that the Commonwealth stands up for these values. In an earlier interaction, the British Prime Minister said that he respects Prime Minister Dr. Manmohan Singhs decision of not attending the CHOGM. Every year, this day is observed on 10th of Muharram to commemorate the supreme sacrifice rendered by Hazrat Imam Hussain (RA) and his 72 companions at Karbala to uphold the truth. A procession was taken out from Takiya Pahalwan Sharif which passed through the main market and culminated at Imam Bargah Poonch. Religious leaders threw light on the various aspects of Youm-e-Ashura. Meanwhile, in connection with the Prakash Utsav of Guru Nanak Dev Ji, a grand Nagar Kirtan was taken out in Poonch today. Our Poonch Correspondent, Darshan Bharti reports that the Nagar Kirtan which was organised by Gurudwara Prabandhak Committee, Poonch started from Gurudwara Singh Sabha, Poonch and after passing through the main market, again culminated at the Gurudwara. Workshop -CME: Source: Correspondent Minister for Medical Education, Taj Mohi-ud-Din today called upon the doctors to strictly adhere to the code of medical ethics as devised in the profession from time to time. Inaugurating the two day national Code of Medical Ethics (CME) Workshop here today, the Minister said that the medical profession unlike other professions is guided by a code of ethics aimed at efficient patient care and better service delivery. Taj said that the Government would provide all support to J&K State Medical Council in the implementation of code of medical ethics in the State. Azad--- Doda Union Health Minister Ghulam Nabi Azad who is on a three day visit to Ramban, Banihal, Kishtwar and Doda districts of Chenab valley arrived in Doda today. He inaugurated C T Scan Machine and also inaugurated medicine store of Red Cross at Doda hospital. Azad also inspected the district hospital and talked to health authorities regarding various centrally sponsored schemes. Bhalla-Farmers Minister for Horticulture and Housing, Raman Bhalla has said the Government was making concerted efforts to enhance horticulture produce in hilly areas of the State, adding that in this regard several schemes have been launched in the State under Horticulture Mission to acquaint the farmers about the rich benefits of horticulture. This was stated by the Minister while addressing a gathering of fruit and vegetable traders after inspecting the proposed site for establishment of Primary Rural Fruit and Vegetable market at Tamotar Morh in Kud, yesterday. The Minister has said that the Government would establish a Fruit and vegetable market with all modern facilities at Tamotar Morh in Kud. He said in this regard 5 kanals of land have been acquired and a project report of Rs. 1. 50 crore prepared for approval of funds The Minister said that farmers have been motivated to avail advantage of modern technology for improving their yield and close coordination between Horticulture officers and farmers is necessary for promotion of the horticulture sector as large section of farmers earn their livelihood from this sector. The Minister asked the officers to conduct awareness camps in regular basis in hilly and far-off areas of the State for providing requisite information and knowhow to the farmers for applying scientific methodology in their fields. He stressed on organising more such camps in other blocks of the district. The Minister said that Government is considering setup a cold storage plant and food processing unit in Udhampur. He said that establishment of such units under private sectors would be encouraged and for the purpose the Government would provide 55% of subsidy under Centrally Sponsored Scheme to the intending unit holders. Rail link Udhampur-Katra railway line is likely to be inaugurated in the third week of December. With this, the holy town of Katra will get train connectivity with rest of the country. Union Ministry of Railways has decided to inaugurate 25-kilometer Udhampur-Katra railway line in the third week of December in order to provide much awaited railway connectivity to the holy town and base camp of Shri Mata Vaishnodevi Shrine. The exact date would be finalized in consultation with the Prime Minister, Dr Manmohan Singh, who is likely to give formal green signal to the first ever passenger train on the track. At present some left over works in Tunnel No.1 and Tunnel No.3 are going on at a rapid pace, sources said that the Construction Division of the Northern Railways has conveyed that it will complete the ongoing works within next 10 to 15 days. The 23 kilometer Udhampur-Katra track involves 11 kilometer tunnels, nine major bridges,& 29 minor bridges. The tallest bridge in this section is 85 meter high and the longest tunnel is 3.15 kilometer Governor-Ministers Ghulam Ahmad Mir, Minister for Tourism called on Mr. N. N. Vohra Governor at raj Bhawan yesterday. During their meeting, Mr. Mir briefed the governor about the various initiatives taken by the Tourism Department in the past year for the promotion of tourism in each of the three regions of the state. The Governor reiterated his concerned about the vital importance of protecting and preserving the natural beauty of the scenic areas through effective enforcement of traffic regulations, maintenance of roads and bridges, collection and disposal of garbage, identification of land fill sites, storm water drainage system etc. Mr. Mir stated that his department was sensitively aware of these concerns and doing all that is possible to maintain cleanliness and aesthetics of every area. Mr. Sham Lal Sharma Minister for PHE also called on Mr. N. N. Vohra Raj Bhawan yesterday. During their meeting, the Governor and Minister discussed various issues relating to the measures being taken for augmenting drinking water supply and irrigation facilities in various parts of the State. Referring to fast increasing demand for supply of water to cater to the requirements of Shri Mata Vaishnio Deviji Yatra, the Governor stressed the high importance of timely planning and timely executing new water supply schemes to meet the future requirements of fast expanding Katra town and its surrounding areas. Ajay Sadhotra Minister for Labour, Planning and Development Ajay Kumar Sadhotra has said that focussed attention is being paid on development of Jammu and Kashmir with thrust in infrastructure and upgradation of various facilities to enhance the quality of life of the people. Addressing a large public meeting after laying foundation stone of 26.70 meter bridge at Choi at Dhetryal village of Marh block, the Minister enumerated various initiatives taken in this regard and said the effort will continue with renewed vigour and determination. The bridge will cost Rs 41.40 lakhs and the Minister exhorted the executing agency to ensure its completion within stipulated time frame. He said the facility will prove immensely beneficial for the farming community which had to otherwise take long routes to reach their holdings. Mr Sadhotra Urged the people to remain vigilant against the disruptive forces, Mr Sadhotra said these forces were employing all deceptive tactics to create wedge between various segments of the society. He asked the people to maintain unity and alienate these elements in the larger interest of peace and harmony. Aashoora Aashura, the day of sacrifice and mourning, is being observed across Jammu and Kashmir today when Muslims recall the martyrdom of Hazrat Imam Hussain Saheb the beloved grandson of Prophet Muhammad Saheb in the battle of Karbala on the 10th of Muharram, fourteen centuries ago. Meanwhile Governor NN Vohra and Chief Minister Omar Abdullah have paid tributes to the sacrifice of Hazrat Imam Hussain (AS) and other martyrs of Karbala on the eve of Muharram. In his message, the Governor said Hazrat Imam Hussain (AS) and his companions sacrificed their lives for upholding the high values of truth and righteousness. Omar Abdullah in his message said Karbala teaches people the lesson of upholding the principles of righteousness under all circumstances. Omar prayed for peace and well being of the State and its people. Div com Divisional Commissioner Jammu, Shantmanu reviewed developmental scenario and election preparedness in Udhampur in an officers meeting yesterday. He inquired about the drinking water supply situation to various areas, staff position in health and education sector, status of land acquisition with regard to National Highway Authority of India (NHAI), Railway, PMGSY projects, issue of land compensation. Later, the Divisional Commissioner as a designated Roll Observer reviewed the preparation of electoral roll, summery revision, establishment of election strong room, issues of EPIC and registration of new electorates etc. He complimented the administration for improving security level with the installation of CCTV cameras in and around the designated EVM strong room. District Development Commissioner Udhampur (DDC) Yasha Mudgal gave a detail account of physical and financial achievement registered in various sectors under annual distirct plan 2013-14. Pak national The Border Security Force yesterday held a Pakistani national soon after he crossed into the Indian side from forward post of Chinaz in Arnia sector along the International Border .The Pakistani national has disclosed his identity as Mohammad Akmal, 25, son of Mohammad Akram, a resident of village Moulana Sharif R/o Shakargarh, Narowal. SDPO RS Pura Diwakar Singh said the BSF has handed over the Pakistani national to Arnia police, where a case has been registered against him for further investigations/ No significant recoveries were made from his possession.
