Berino "When you read, watch, or listen to the news, your senses are assaulted by the continuing acts or allegations of graft and corruption. Disappointingly, most corruption issues are leveled not against the rank and file but against elected and appointed leaders in the highest echelons of government: a former president convicted of plunder, another former president whose tenure was littered with corruption scandals, former generals and military comptrollers who cannot explain the breathtaking wealth they have amassed for themselves and their families; senators, congressmen, and department and bureau heads who regularly appear in the news because of acts of impropriety against the public trust. We feel betrayed because many of our elected and appointed leaders who are supposed to advance the common good are the first to violate the trust and confidence we have given them. We expect leaders to provide the tone and direction through their words and deeds. But if they are at the forefront of acts of public betrayal, their subordinates will find it difficult to walk the straight and narrow path."
