FAQ on Renovation Your House HDB Latest Renovation Circular dated 4 March 2014 Important information and/or guidelines that home-owner should know: 1. Submission of Acknowledgement Form signed by Flat Owners During Renovation Application As part of HDB’s efforts to mitigate the risk of damage caused to the building during renovation and to also educate flat owners on the renovation guidelines, from 1 Apr 2014, flat owners will be required to complete the acknowledgement form as part of the requirement for renovation application. HDB Registered Renovation Contractors (RRCs) will be required to attach a copy of this duly signed acknowledgement form during the online submission of renovation application to HDB. A copy of this form will also be made available via the e-Service in HDB InfoWEB under HDB Downloadable forms. 2. Lending/Assignment of HDB Renovation Registration To Third Party Under Clauses 14 and 16 of the Terms of Registration of the HDB Registered Renovation Contractors’ Scheme (RRCS), there shall be no lending/assignment of the HDB renovation registration. This means that the rights and obligations under the registration issued to HDB RRCs are personal and are not assignable or transferable to any other person or company. In addition, HDB RRCs are not allowed to submit renovation application on behalf of any person or company who are not registered under the HDB RRCS. RRCs who are found to have committed such infringement may be liable to a penalty of $3,000 and a 3-year debarment. RRCs will be imposed with a higher penalty of $5,000 and a 5-year debarment if there is any unauthorised demolition of structural members in the flat during the lending/assignment of their HDB registration to another party even if the works are not carried out by the RRC. All RRCs are fully responsible and accountable for the renovation carried out in the HDB flats. During the renovation period, the RRC should take full control of the activities carried out in the flat and exercise due care. They should also supervise their workers closely, give clear instructions to their workers especially when there is hacking/demolition of walls and remind their workers to take instructions strictly from them only and not from any other party. HDB will not hesitate to take punitive action against the RRC and the errant parties for such infringements. 3. Crime Prevention Advisory - Housebreaking & Theft The Police has informed that there were several reports of housebreaking and theft at new built HDB units which were undergoing renovation. These crimes can be prevented if there are adequate security measures taken when the HDB flats are undergoing renovation. The Police has advised RRCs on the following: a) Use good quality key-locks instead of number locks to secure the main gate and door b) Ensure that the main door and the flat are secured at the end of the day before leaving the flat c) Secure the flat during lunch hours etc or when no one is looking after the flat
