FLEX-COM: A Sensible B.B.A. One That … “Actually” … Works! If you’ve visited the Political Will website and thoroughly read through its contents … you’d come to learn that one of the primary objectives behind the Political Will Platform is the advocating for … “Realistic and Practical” … solutions to the issues that ail our nation. Think about your own household finances and budget for a moment. You try to live within your means, maintain a balanced budget and even manage to put a little extra aside (surplus) for that inevitable rainy day. But, as Murphy’s Law would have it … when that rainy day finally rears its ugly head … it ends up being far more disastrous than what your rainy day fund was prepared to handle. Now, as long as this unforeseen expense isn’t so huge as to justify or even require bankruptcy … then the next logical step towards meeting this unexpected burden (as long as you’re credit worthy) is to borrow i.e., (deficit spending) with the intent of paying off (over a period of time … typically 3 – 5 years) the excess debt and eventually returning your personal budget back to a balanced state. This is a very natural financial ebb and flow that every household, business, local, state and yes, even our federal government experiences and has to deal with when life just sometimes gets in the way dealing some unexpected blows and requires us to take on a little deficit spending. In the scenario above, because of an unforeseen emergency, you now find yourself in an overextended (deficit) state for the next 3 – 5 years … what would happen if a law were just passed that required every household in America to have their books balanced by the end of the year (and every year thereafter?) Well … unless you had access to a debt eliminating magic wand or a genie in a bottle … it’d be safe to say that you just found yourself parked at the intersection of … “Between a rock and a hard place” … and … “Up the creek without a paddle!” As you’re beginning to see now, an over-simplified … “Hard & Fast” … Balanced Budget Law that required a balanced state every fiscal year … is not a very practical solution and one that in the long run could actually cause more harm than good and this is … “NOT” … what we are proposing with this effort! What we … “ARE” … advocating through this effort is a legally binding way to accomplish the following … 1. A way to … “Once and For All” … rein in our irresponsible politicians and restrain them from their reckless spending tendencies … 2. To be able to … “Constitutionally Force” … them to become good stewards of “OUR” money … 3. And lastly, still providing our Lawmakers the flexibility (deficit allowance) they might need to effectively manage and overcome the inevitable times of National Crisis. All of this … “Can” … be accomplished with a carefully crafted, commonsense policy package that we refer to as a … “Flex-Com Balanced Budget Amendment” Now, what’s being offered next is simply … “Ideas” … “Food for Thought” … a basic outline, as we’d certainly leave the detailed crafting of the package itself to the experts i.e., preferably outside the beltway, private, think-tank type organizations. The … “Flex” … obviously stands for … FLEXIBLE … in that, the federal government would be permitted (by a super-majority vote of Congress) to operate at deficits during times of national economic recessions, national emergencies, times of war or other national security crisis situations … NEVER TO EXCEED more than 60% of G.D.P. (deficit spending limit … a hard cap) … which then MUST be paid down and the federal budget be returned to a balanced state within a congressionally agreed upon time frame NEVER TO EXCEED 10 years … (a deficit time limit … a hard cap once again.) Failure to comply with either … “Hard-Cap Limit” … would trigger a provision that would automatically … “HALT” … the pay and benefits of … “ALL” … members of Congress as well as the Executive Branch until the … “Hard-Cap Limits” … were finally met and fully satisfied! The … “Comp” … stands for … COMPREHENSIVE … in that the amendment MUST include provisions that would force our federal government to finally clean house, resolving and fully reforming the primary drivers behind our current deficit spending … that being … “Entitlement Spending Programs” … “Wasteful Spending & Earmark Reforms” … and eliminating … “Redundant Programs.” The same … “Failure To Comply” … trigger provisions listed above would apply here as well. This is the kind of solution that this effort and this platform are going to battle for … this is what we are advocating and proposing in our petition found here at PoliticalWill.us … one that is … “Realistic and Practical” … and one that can … “Actually Work!”
