FLOODS, CRIMINALS AND ARMY Rulers are the criminals responsible for negligence is taking preventive measures to reduce damage from floods. On top of that they exonerated and promoted persons declared responsible by judicial commission for negligence during the past floods. Extensive damage is being caused to the poor people by breaches in flood protection bands/embankments to save sugar mills of rulers. The Army, fighting a debilitating war for over a decade is called every year for flood duties, a job of the local governments that have not been formed by rulers despite this being a Constitutional requirement. If the Army has to confront a disaster every year, why not take over the job of preventing/mitigating such disaster on permanent basis? Pakistan Army should be tasked to implement national water management plan by constructing Dams including Kalabagh Dam, other water reservoirs and flood Canals diverting flood water to deserts and arid areas. This job can be done in a few years time with much lower costs than projected by corrupt rulers and their consultants/bankers looting the country. Those opposing Kalabagh Dam have got enough money from RAW in past decades and now should find some other cause to meet their expenses through foreign intelligence agencies.
