FM: Burley Owen TO: Lubbock City Council The annual 2011 and 2012 annual audit of WTMP describes it as being a component of the City of Lubbock. The WTMPA was created by ordinance by the City of Lubbock along with three other cities. Does WTMPA not exist by ordinance just like LP&L? The WTMPA receives fees and assessments of money from the City of Lubbock. WTMPA receives its electrical power from Excel through the WTMP for which it receives money as a middle man. So it is clear that there is a legal as well as a financial connection between WTMPA and the City of Lubbock. Although Carroll McDonald does not receive a check directly from the City of Lubbock, he receives money (consulting fees of $36,000 per year) from the funds paid to WTMPA by the City of Lubbock while sitting on the Electric Utility Board . In my opinion, this disqualifies him from serving on the EUB. As the Editorial in the AJ proclaims: to maintain its creditability, the City Council should avoid even the appearance of impropriety. Mr. Carroll McDonald has been one of the people on the EUB that has been least representative of the interest of the rate payer of LP&L. If Dwight McDonald is forced to resign from the EUB then Carroll McDonald must also go.
