Weclearly recall why we voted for him in 2010. We are all aware of the situation that President Aquino inherited upon assuming office: corruption was rampant and many were suffering. The President’s statement today on the Disbursement Acceleration Program (DAP) reflected on this very condition. He outlined how his administration worked to fix a broken system. One of the first priorities was to review and eventually cancel anomalous projects, investigate corrupt practices, and formulate a budget that would truly serve the people. The President and his team, recognizing that both reform and growth had to be accelerated, implemented DAP, the positive results of which are undeniable. PNoys administration promises change, and we are seeing change. DAP has served as a vehicle for change, taking a broken system and making it work for real impact. DAP as a mechanism borne of the sincerest intention, sought to accelerate the benefits that the Filipino people have long clamored for. We laud our President for speaking out to detail the DAP.We hear loud and clear the detrimental consequences that may come about because of the Supreme Court ruling. The President has committed to take care of the many beneficiaries of DAP by asking Congress for a supplemental budget. We also wish to laud the President for ordering the filing of a Motion for Reconsideration as regards the DAP decision.We believe the principle of check and balance is a bright spot in any democracy. We stand ready to call out enemies of reform who will push their agendas in an attempt to confuse the public. Therefore, we urge our fellow Filipinos to remain vigilant and to listen to the voice of reason. The President, as he has mentioned, will continue to provide us with information in the coming days.
