FROM ANTHONY BLACK: My comments are statements of fact drawn in large part from the trial transcripts at the Military Trial II at the ICTR. Those transcripts include testimony from scores of high placed individuals on all sides of the conflict. They also include faxes, radio intercepts, etc. These establish beyond any doubt that Dallaire was working de facto for the Americans and not for the United Nations. Both Robin Philpot, and Edward Herman and David Peterson discuss (Philpot in some depth) the connivance of Dallaire with the RPF and the Americans against the legitimate Rwandan govt of the day. However, my article is based more, as I say, on the actual facts as they emerged from the trials at the ICTR. It is true as you say that *if* what I am saying is just so much hearsay, then Dallaire would be well-advised to sue me/us (there are many of us that have been saying this for over a decade now - none of this is really new). In fact, Dallaire is entirely welcome to sue us. The fact that the likes of Philpot and Keith Harmon Snow etc (just speaking of the English language authors) have been making these accusations for over a decade now, and that Dallaire has been silent as the grave, i.e. has never attempted to rebut them, should strongly suggest to you that Dallaire knows that he could not, dare not, bring such to a court of law.
